CITY OF LOUISVILLE

January 8, 2002 City Council Study Session

The City Council of the City of Louisville met in a study session at 7:00 p.m. in the meeting room of
the Louisville Public Library, 950 Spruce Street, Louisville, Colorado. The following persons were
present -

City Council: Mayor Tom Davidson, Mayor Pro-tem Chuck Sisk,
Tom Mayer, Arnold Levihn, Don Brown, Michele Van
Pelt

Staff Present: Bill Simmons, City Manager
Heather Balser, Assistant to the City Manager
Tom Phare, Public Works Director
Belinda Goebel, Administrative Assistant

Residents Present: Nancy Love, Ronda Grassi, Garrett McCarthy, Tom
Rafferty

Tom Phare distributed a handout containing four options for reconnection of Front Street/County
th
Road to the new 96 Street. The options are:

1.No bridge modification, which would not be able to provide for bike/pedestrian access, at a
cost of $426,000.

2.Adding a should to the bridge for bike/pedestrian lanes, at a cost of $531,000

3.Replacing the bridge with box culverts, which would allow for two 12-foot lanes and two 6-
foot shoulders, in addition to adjusting the grade, at a cost of $861,000
th

4.Replace the bridge and allow for better bike/pedestrian access under 96 Street, at a cost of
$1,135,000.

Options one & two are based on the assumption that the current bridge meets load requirements.

The Washington Group is looking at traffic patterns, stacking lanes, etc. The NW Pkwy Agreement
provides $12 million for this connection. A major factor to consider is whether BNSF will offer in
kind services regarding lowering the RR crossing. It would also be necessary to relocate a high-
pressure gas line, power lines, water & sewer lines for STK and CTC, a raw water line and television
cable.
th

Carter Burgess has been retained to estimate costs for reconnecting 96 Street

1
