THE FOLLOWING IS A VERBATIM STATEMENT MADE AT THE JUNE 25, 1975, LOUISVILLE
CITY COUNCIL MEETING BY MR. MARK DE MARCO.

Mr. Mayor, my name is t1ark De Marco, and I am a property owner here in
town and 1 am a geologist.

In furtherance to Mr. Houlehans statements about the horrendous cost and
work done here by private people or a municipality for that matter; I
believe sooner or later the land Use Commission will use the phrase
IIGeologic Hazardll as a catch all to limit certain expansion, annexation,
whatever you want to call it because it is an unknown quality.

The Colorado Geological Survey and the Federal Government have never drilled
one hole to determine the extent of mines. They have not drilled one hole.
It was always done by private parties and yet by legislative fiat they say
that an area is subject. to subsidence. This can be contested I think.
Dennis, I think it can be contested very very easily because they legislate
this but they can not prove it.. They have dealt strictly off of maps and
that is ridiculous. However, they will not drill a hole. Ask them to
drill their own hole to determine the lateral extent of geologic hazards.
This can be done and they can be challenged because they have not drilled
one hole. Only private industry has ever done it. Now to cut some of
expense down to what Mr. Conarroe said and Mr. Houlehan, the expense there
is horrendous, but yet they have made maps and said that this is a severe
hazard area. They can hurt you there unless challenged and until that time
they can use that anytime they want to because they are superior legal
body and I think the City could do that. Thank you.

I, PATRICIA M. SANTIllI, CITY CLERK, CITY OF LOUISVILLE, COLORADO DO HEREBY
CERTIFY THE ABOVE TO BE A TRUE VERBATIM STATEMENT MADE BY MR. MARK DE MARCO
AS RECORDED AT THE JUNE 25, 1975, LOUISVILLE CITY COUNCIL MEETING DURING
THE PUBLIC HEARING ON HB 1041 DESIGNATING MATTERS OF STATE INTERES
GUIDELINES.

) / I

12 ,,/>',
, II :' ,-----'-1"'- , ,Y ";
, ' \ I" 0 I
t2tt>::()~(1) (/)(/ ( ,v~J97)7('fcc/

i, i

".)
