<br />Regular Meeting <br /> <br />Louisville City Council <br /> <br />June 19, 1973 <br /> <br />Meeting was called to order by Mayor Caranci at 7:30 p.m. with Councilmen <br />Deborski, King, Jensen, Donovan, Scholl and Domenico present. Also present <br />were City Attorney Morris, City Administrator Wurl, and City Clerk McNulty. <br />Absent - City Treasurer Hesson. <br /> <br />ACCEPTANCE OF <br />MINUTES <br /> <br />CORRESPONDENCE <br /> <br />URBAN RENEWAL <br /> <br />PARKS & RECREA- <br />TION BOARD <br /> <br />Councilman Jensen moved that the minutes be accepted as <br />presented. Seconded by Councilwoman Scholl. All in favor. <br />Motion carried. <br /> <br />Councilman King moved that the correspondence be accepted <br />and brought up under the proper heading of business. Secon- <br />ded by Councilman Deborski. All in favor. Motion carried. <br /> <br />Chairman Dennis Lundberg requested oplnlon of membership <br />on the status of Donald Delforge. His term has not ex- <br />pired and he has not resigned. But he has moved out of the <br />City. City Attorney Morris stated there is no legal rea- <br />son Mr. Delforge cannot fill out his term. There is nothing <br />in the State Statutes that requires the member live inside <br />the City limits. <br />Councilman Jensen moved to support recommendation of LURA <br />to keep Don Delforge on the Board. Seconded by Councilman <br />Donovan. All in favor. Motion carried. <br />Councilman Deborski moved that the Urban Renewal Board <br />come forward with a proposal as to what their position is <br />as to whether they would like to have a non-residency on <br />the Board. Roll call vote Deborski yes, King yes, Jensen <br />no, Donovan no, Scholl no, Domenico yes. Mayor Caranci <br />cast a no vote. Motion defeated. <br /> <br />Councilman Deborski requested Parks & Recreation to come <br />forward with proposal as to what they are going to do with <br />the 37% acres City owns. This is for Parks & Recreation <br />Ordinance #416. Councilman Deborski stated we do not have <br />a specific plan for the 37% acres, and we need to provide <br />a method of financing for capital improvements for parks. <br />Chairman Keith Helart informed Council he had contacted <br />several cities for average costs to go into park develop- <br />ment. Cited Boulder estimate of $30,000 per acre minimum <br />of 7 acres in size. Hilgers Park is 7% acres and the <br />estimate for developing this would be in the area of $50,000 <br />or $60,000. The Board planned to use part of the Bond <br />issue and hope for a Federal Grant. Minimum development <br />costs for all parks $250,000 to $300,000. Unless this <br />measure is passed ear-marking funds, we will not have <br />the money available. <br />City Administrator Wurl commented that we need Ordinance <br />#416 to pay for parks improvement and the Documentary <br />Fee Ordinance for other needs of the City. Maintainence <br />will have to come out of annual taxes and a certain mill <br />levy for maintainence and operations of parks and recre- <br />ation department. <br />
