No action taken on resolution. <br />RESOLUTION NO. 16 <br />SERIES 2024 <br />A RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF PORTIONS OF <br />MAIN STREET IN DOWNTOWN LOUISVILLE FOR OUTDOOR DINING AREAS AND <br />ACTIVATION <br />WHEREAS, the Downtown Business Association requested the City of Louisville <br />consider a temporary closure of portions of Main Street to non -emergency vehicular traffic <br />for restaurant and business use, games and activities; and <br />WHEREAS, the City's bars, restaurants and other food and beverage <br />establishments significantly contribute to the overall fabric of the City's economy and the <br />health, welfare, and enjoyment of its residents; and <br />WHEREAS, Louisville is experiencing some large vacancies within the core of <br />downtown; and <br />WHEREAS, the City Council believes it is important to take actions intended to <br />help its residents and businesses with the impacts of inflation and vacancies; and <br />WHEREAS, in 2009, the Downtown Business Association started the City of <br />Louisville's patio program to support Main Street restaurants by providing additional <br />outdoor dining opportunities, which patio program has been run by the City since 2013; <br />and <br />WHEREAS, businesses have an opportunity to temporarily modify their liquor <br />license to accommodate expanded spaces and serving areas during the closure; and <br />WHEREAS, the closure of Main Street is designed to provide additional support to <br />Main Street restaurants and businesses that are interested in techniques to revitalize <br />downtown and encourage customer lingering and return visits; and <br />WHEREAS, it is the intent of the City Council and the Downtown Business <br />Association that the closure of Main Street during 2024 is temporary and that the right of <br />way of Main Street to remain public space; and <br />WHEREAS, the City Council finds that allowing food and beverage establishments <br />to offer expanded outdoor dining areas in the City right-of-way will assist with the retention <br />of downtown businesses and help with blight mitigation; and <br />WHEREAS, the City has broad authority to regulate the use of its streets and <br />rights -of -way pursuant to its home rule authority and state law, including C.R.S. § 31-15- <br />702; and <br />Resolution No. 16, Series 2024 <br />Page 1 of 2 <br />
