<br /> City Council <br /> Meeting Minutes <br /> February 7,2006 <br /> Page 11 of 18 <br />Christopher Cone, 335 Chestnut Street, Louisville, CO asked how the City plans <br />to maintain the land from the private property owners' fences to the open space. <br />He proposed the residents living along the open space be allowed to plant native <br />plants, trees and flowers in the open space as buffer. <br />Theresa Rounds, 315 S. McKinley Court, Louisville, CO a Dutch Creek resident <br />stated the City will never get rid of weeds in the open space because they are <br />natural plants. She noted the purpose of open space land is to remain <br />undeveloped and as native as possible. She explained it is impossible to give a <br />timetable on the re-vegetation of the property because it is not irrigated and it will <br />develop over a period of time. <br />Christina Richmond, 306 Chestnut Street, Louisville, CO suggested another <br />classification of open space be designated. She asked whether plantings <br />between the sidewalk and the curb are considered encroachments. She asked <br />that should the ordinance pass, the Council clear up the confusion on what will <br />remain and what will not. She requested the City compensate residents who <br />have taken care of trees in the open space. She supported Mayor Pro Tem <br />Brown's suggestion the gardens be grandfathered in and slowly phased out. <br />Jean Morgan, 1131 Spruce Street, Louisville, CO suggested the residents be <br />more responsive when there is a volunteer day for the public to assist the Land <br />Management Staff in an open space project. <br />Matt Jones, 265 Dahlia Drive, Louisville, CO clarified the re-vegetation of the re- <br />use water line behind the Dutch Creek Subdivision was smooth brome. He noted <br />the Public Works Department is responsible for restoring the vegetation of the re- <br />use water line. He stated because the trail runs through the riparian area it is <br />classified as a recreation area, but still should have native plants. He supported <br />passage of the ordinance. <br />Dennis Richmond, 306 Chestnut Street, Louisville, CO illustrated the size of his <br />garden in relationship to the open space land. <br />Doug Grinbergs, 530 W. Sycamore Circle, Louisville, CO addressed the closures <br />of the open space, and requested it be open 24 hours per day, 7 days a week. <br />With regard to notice, he stated the City's Web Site does not have a search <br />engine, which makes it difficult for the public to search the site. He suggested the <br />City invest in new technology. <br />MOTION: Council member Muckle moved the Council adopt Ordinance No. <br />1483, Series 2006, seconded by Council member Marsella. <br />City Attorney Light offered the following friendly amendments: <br />
