City Council Meeting Minutes February 7,2006 Page 15 of 18 APPOINTMENTS TO LOCAL LICENSING AUTHORITY BOARD Mayor Pro Tem Brown requested a Staff presentation. City Attorney Light explained the City Council continued its appointments to the Local Licensing Authority Board, pending clarification of the alternate and associate positions. After review of the status of these positions, Staff recommended the following actions: 1) Appointment of one associate member, for a four-year term. 2) Appointment of three regular members, all for four-year terms. 3) No appointment of any "alternate" members. The Louisville Municipal Code stipulates the Board consist of five members appointed by City Council, and an appointment of one associate member who may take the place of a regular member, and have all powers of the regular member, when the member is temporarily unable to act due to absence, illness, conflict or other cause. There is no mention of an alternate position. In 2004, the City Council seated an additional, not-voting alternate member (John Carlson) for an undefined term. This year terms expire for three regular positions and the associate position. In order to realign terms and membership to the ordinance, Staff recommends the City Council appoint one associate member and three regular members, all for four-year terms. Currently the terms of the other two seats do not expire in the same year; options for addressing that issue will be presented at a later date. The applicants for the Local Licensing Authority are as follows: Marguerite Lipton and Cecilia Wilson, current associate member John Rommelfanger,. current alternate member John Carlson, and applicant Matthew Machado.
