All in favor
CONSIDER PROPOSAL FOR CONSTRUCTION MANAGER/GENERAL
CONTRACTOR SERVICES FOR CITY HALL REMODEL PROJECT
Mayor Pro Tem Brown requested a Staff presentation.
Deputy City Manager Boyd explained Staff is working with Architect Greg
McMenamin on completing building drawings for the City Hall remodel project,
and planning for the construction of the building improvements. The project will
be complex as it includes a new HVAC system, roof, re-wiring the entire building
for technology upgrades, demolition of approximately 80% of the interior space
and phased construction to allow for the continuation of services.
Staff and the architect recommend hiring a contractor to work with the City in a
Construction Manager/General Contractor role instead of the traditional
design/bid/build process. This is the method used in the Library construction, and
it has been very successful.
The City would use a competitive process to select the CM/GC, issuing a
Request for Proposals and reviewing documents submitted including pricing for
fees/overhead and General Conditions of construction contract. The advantage
to the CM/GC process is the ability to include pre-construction services. It is
important to begin the contractor selection process as soon as possible.
MOTION: Council member Marsella moved Council authorize Staff to issue a
Request for Proposals for Construction Manager/General Contractor services for
the City Hall renovation project. Council member Yarnell seconded the motion.
All in favor.
