There were no comments. <br /> COUNCIL COMMENT <br /> Council member Sackett questioned a single source for the security system. <br /> Recreation and Senior Services Director Williams explained the same company <br /> provides security and software for the Recreation Center and the Police facility. <br /> MOTION: Council member Yarnell moved to Award the Contract to Systems <br /> Integration Corp. for the Purchase and Installation of Security System for the new <br /> library, including one additional camera, seconded by Council member Muckle. <br /> Roll call vote was taken. The motion passed by a vote of 6-0. Absent - Mayor <br /> Pro Tem Brown. <br /> AWARD CONTRACT TO ARCHITECTURAL ENERGY CORPORATION FOR <br /> BUILDING COMMISSION SERVICES <br /> Mayor Sisk requested a Staff presentation. <br /> Deputy City Manager Boyd reported on the Request for Proposals for building <br /> commissioning services for the new Louisville Public Library building. This is a <br /> service provided by mechanical equipment experts who test and adjust the <br /> building's mechanical systems (HVAC and control systems) to verify that they <br /> function completely as designed and meet the City's performance expectations to <br /> achieve comfort and energy efficiency. Commissioning is required for LEED <br /> (Leadership in Energy Efficiency and Design). Because the HVAC system for the <br /> library has been installed, the RFP primarily includes testing and training of City <br /> Staff to properly maintain and control the HVAC system. Seven companies <br /> submitted proposals for the commissioning services as follows: <br /> Nexant $29,500 <br /> E Cube $38,980 <br /> Commissioning Agents USA $41,630 <br /> EMC Engineers $38,800 <br /> Toombs & Associates $29,000 <br /> Architectural Energy Corporation $16,718 <br /> Energy Services Associates $17,450 <br /> The proposals were reviewed by Paul Wember, Project Engineer, Brian Kanady, <br /> Project Mechanical Engineer and Julie Boyd. Two companies were interviewed <br /> and based on the proposals received, the interviews and price proposals; Staff <br /> recommends the City enter into an agreement with Architectural Energy <br /> Corporation. AEC was asked to provide a proposal for the evaluation of solar <br /> energy using photovoltaic panels at the new Library building and for conducting <br /> an evaluation and feasibility study with cost estimates for the project, which will <br />
