She encouraged Council to investigate an economic analysis. <br />Doug Grinbergs, 930 W. Sycamore Circle, Louisville, CO voiced his support of <br />renewable energy and of the agreement. <br />MOTION: Mayor Pro Tem Brown moved to approval the Professional Service <br />Agreement with Architectural Energy Corporation for feasibility study for <br />photovoltaic power system for the Library. Council member Clabots seconded <br />the motion. Roll call vote was taken" The motion passed by a vote of 6-0. <br />Absent: Council member Sackett. <br />REVIEW PRELIMINARY CONSTRUCTION ESTIMATE FOR CITY HALL <br />RENOVATION PROJECT <br />Deputy City Manager Boyd reported the 2006 budget included $1.5 million in the <br />Capital Projects Fund for a major renovation of City Hall, scheduled to begin this <br />July. On April 26, Staff met with CM/GC Pinkard Construction to review the <br />preliminary construction estimates. The project budget was prepared by Wember <br />Inc. and included other project costs. The total estimated project expenses are <br />with $1,508,458 in construction costs and $875,280 in other expenses for a total <br />of $2,383,738. Staff reviewed the numbers and although areas could be cut, the <br />total project cost can not be brought within budget as currently designed. <br />The project includes several very costly items which are: new HVAC system, new <br />roof; new stair tower on south side of building; infill of central stair within building; <br />fire sprinkling of entire building; consolidation of Planning and Building <br />departments into first floor permit service center and technology improvements in <br />City Council chambers. Some items will still be required, but Staff believes it can <br />scale back the scope of the project to include the essential items as well as <br />enhance the workplace and City Council chambers, while remaining within <br />budget. The items included would be a new rooftop unit for the HVAC system, a <br />new roof, and fix-up of the old police department area to accommodate the <br />Human Resources and IT departments. Other items to be considered could be <br />relocation of computer room/upgrade to wiring, re-Iamp and replace ballasts for <br />lighting in areas needed; improvements as required by building code for building <br />safety and ADA accessibility. <br />The major items that could be deleted from the project are the addition of the <br />new stair tower on the south side of the building providing secondary building <br />access, enclosing the interior stair area, building sprinkling, and consolidation of <br />the Planning and Building Departments on the first floor. Departments and offices <br />currently in City Hall could remain where they are with minimal changes to office <br />space, and changes could be made to enhance the workplace environment and <br />Council chambers technology, while decreasing the overall planned expenditure. <br />
