These elements are <br />supplemented by the overlay plans, zoning, design standards, etc. <br />The urban renewal plan before the City Council did not include any proposed <br />changes to existing zoning, development standards, density, design guidelines or <br />other land use plans or regulations. Rather, the proposed urban renewal plan <br />provides that it will follow and seek to implement the Comprehensive Plan and <br />other land use plans and regulations as are developed and adopted by Planning <br />Commission and City Council from time to time. <br />The area included in the Urban Renewal Plan is located in central Louisville, <br />including downtown Louisville, areas east of downtown, and the area west of <br />Highway 42 between approximately South Boulder Road and Elm Street. <br />The Commission began with consideration of a plan area generally limited to the <br />Highway 42 subarea plan area but requested study of conditions within additional <br />areas adjacent to South Boulder Road. The Study also revealed adverse <br />conditions in these areas, and these areas are included in the Plan area. The <br />Commission's discussions have been that these areas are also in need of <br />redevelopment and other project activities, and the boundaries of the Urban <br />Renewal Area have been drawn narrowly as feasible with respect to all areas <br />studied, in order to accomplish the planning and development objectives of the <br />Urban Renewal Plan. <br />The Urban Renewal Law requires that the plan be submitted to the Planning <br />Commission for the purpose of making a recommendation to City Council as to <br />whether the urban renewal plan is in conformance with the Comprehensive Plan. <br />The Planning Commission conducted a public hearing on July 13 and forwards a <br />5 to 1 recommendation as to conformity with the Comprehensive Plan. <br />Anne Ricker, Leland Consulting Group, explained the purpose of the plan is to <br />eliminate blight conditions, advance the policies of the comprehensive plan, <br />promote local objectives, and stimulate growth. She outlined the survey area <br />description, the current land uses, and the survey area facts and reviewed the <br />legislative description of blight. She explained the process for community <br />involvement and noted the Urban Renewal Plan is consistent to the City's <br />Comprehensive Plan. She reviewed the development and design objectives, the <br />Highway 42 Impact report, and the development timing. She explained Tax <br />Increment Financing (TIF), how those funds are used and noted the community <br />can benefit from urban renewal. She summarized the development impact over <br />a 25 year period and the benefit for the City of Louisville and for Boulder County. <br />PUBLIC COMMENT <br />
