<br /> City Council <br /> Meeting Minutes <br /> October 17, 2006 <br /> Page 9 of 12 <br /> There was discussion relative to the Golf Course fund. City Manager Simmons <br /> stated the Golf Course fund is an enterprise fund. <br /> Mayor Sisk reported the proposed budget shows 50% more for reserves than <br /> fiscal policy. He had citizens question how the city can properly measure the <br /> impact of new businesses in surrounding cities and sales tax. He encouraged <br /> Council and staff to keep a monitor on this in the coming years. <br /> Council member Brown pointed out this has been a tough budget year. He <br /> spoke of the history of setting aside at least 30% of sales tax revenues for capital <br /> projects. He addressed the confusion over capital projects and the shortage in <br /> the General Fund. He supported the philosophy of moving away from new <br /> capital projects to maintain what we have. He thought it interesting to note our <br /> sales tax collection per capita is actually healthy compared to some of our <br /> neighbors. Brown encouraged citizens to continue to shop Louisville. He urged <br /> staff to review the structure of the organization and the services provided. <br /> Mayor Sisk requested public commEmt. <br /> Suzanne Smith, 902 Grove Dr., Louisville, CO made several suggestions <br /> concerning budget items; attracting relocation of businesses, donations of books <br /> to the library, employee training combined with surrounding governments, <br /> recruiting volunteers or partnering with private companies or individuals to <br /> enhance some programs such as median improvements. <br /> David Waldman, 1871 Continental View Dr., Louisville, CO commended staff and <br /> Council for their hard work on the budget. He spoke of a mandate to be fiscally <br /> responsible and being pro-active in the coming years. <br /> MOTION: Mayor Sisk moved to set a public hearing on the Proposed 2007 City <br /> Budget for November 8, 2006, seconded by Council member Brown. All in favor. <br /> LIBRARY UPDATE <br /> City Manager Simmons updated Council on the Library project. Mayor Sisk <br /> asked that the punch list of items needing to be finished be made available to <br /> City Council. <br /> CITY HALL REMODEL <br /> City Manager Simmons updated Council on the progress of the City Hall <br /> remodel. <br />
