<br /> City Council <br /> Meeting Minutes <br /> November 21, 2006 <br /> Page 7 of 17 <br /> Colleen Rozier, Project Manager for McStain, 400 Centennial Parkway, <br /> Louisville, CO thanked Council for hearing the appeal. She stated McStain <br /> appreciates the Planning Commission for their review of the proposal. She <br /> introduced the persons who would make the presentation before Council: Eric <br /> Whitenberg, President and CEO of McStain Neighborhood; Steve Tuttle, Senior <br /> Engineer, Fox Higgins Transportation Group; Tom Cobb, McStain Engineer, and <br /> Bill Cunningham, Leland and Associates Consultant. <br /> Eric Whitenberg, President and CEO of McStain Neighborhood, stated McStain <br /> is a Louisville based company, and employs 100 people. He explained McStain <br /> has been in the residential housing development market for 40 years. He <br /> outlined the type of homes built by McStain and reviewed the awards McStain <br /> has received including Green Building, Ethics, EPA Energy Star Program. He <br /> addressed the reputation of McStain communities and reviewed the development <br /> projects in Louisville and the type of homes proposed for the subdivision. <br /> Ms. Rozier stated the proposal meets the overall goals of the Comprehensive <br /> Plan and is compliant with the low density of the framework plan. She reviewed <br /> the attributes of the proposed development such as the existing infrastructure, <br /> trails and open space. She addressed McStain's concept of cluster homes <br /> around narrow streets, and their ability to donate 5 acres of open space to the <br /> City. McStain proposes to provide attractive landscaping to identify the City's <br /> gateway to the community. She noted the proposal also includes a solar power <br /> feature for every home. She reviewed the streetscape and pocket park for the <br /> development. She addressed the architectural plans, which includes four floor <br /> plans, ranging from 2,200 SF to 2,900 SF, single story and 2-story models, with <br /> the ability for main floor living, and 3-car tandem garages. She addressed the <br /> solar photovoltaic features for the homes. It would provide a standard 3kW <br /> system, which would generate 50% annual energy usage and an option for <br /> expansion. They consist of 2.5' X 5" panels that lie flat on the roof. The homes <br /> will be pre-sited to optimize the solar energy. <br /> Steve Tuttle, Senior Engineer, Fox Higgins Transportation Group, 2201 Pearl <br /> Street, Boulder, CO, noted a detailed analysis was completed and 8 alternative <br /> accesses were considered. Alternatiive "A" consists of the Existing Full- <br /> Movement Access at Gateway Lane!, which provides the most direct ingress and <br /> egress to site and eliminates potential diversion to adjacent neighborhoods. It <br /> does not address potential safety concerns associated with left-turning traffic at <br /> the site access. <br /> Ms. Rozier addressed the character of the Gateway to Louisville. She stated the <br /> McStain proposal, has an opportunity to add consistency and something special <br /> to the current gateway. The proposed gateway will provide an optimal land plan <br /> to create a planning alternative, open space buffer, an attractive gateway for <br /> Louisville, donations of valuable opEm space, interesting and diverse green build <br />
