Planning Commission <br />Meeting Minutes <br />September 12, 2024 <br />Page 3 of 12 <br />Post explained that the City's nuisance regulations would apply. <br />Applicant Presentation: <br />Sonya Starr, a Brighton resident, is the co-owner of Birdie Bar, along with Mike Starr and <br />Amy and Fanny Gryzmala. Starr explained that the goal of Birdie Bar was to create a <br />warm and inclusive environment that brought together all types of community members, <br />including families, professionals, golfers and non -golfers, groups of friends, and co- <br />workers, providing a space where everyone could come together and enjoy that corner <br />of the city. <br />Birdie Bar would feature state-of-the-art golf simulators, an elevated food and beverage <br />program, and the ability to host tailored events, including nonprofit fundraisers, private <br />parties, and golf -related events. The vision was to create a professional yet approachable <br />vibe that would appeal to families and a wide range of groups. <br />Carolynne White, from Brownstein Hyatt Farber Schreck with offices in Denver, <br />addressed the review criteria. White began her presentation by outlining the two sets of <br />criteria: the special use review criteria and the Planned Unit Development (PUD) criteria. <br />She noted that they had submitted a letter to staff as part of the application packet, which <br />addressed all of the special use review criteria in detail. White also emphasized that the <br />application met all of the criteria for both the PUD and the Special Review Use (SRU), <br />agreeing with staff's analysis and the staff report on the matter. Additionally, she <br />discussed how the proposal aligned with the comprehensive plan and how it furthered the <br />goals outlined in that plan. <br />Commissioner Questions of Applicant: <br />Choi asked two questions: The first one was about the conceptual designs, specifically <br />about the addition to the east, and its use as a mechanical room to serve the space. <br />Starr responded with a yes, it is a mechanical room, also some storage. Some of our <br />electrical and A/V kind of sound equipment will be in there as well. We'II probably store <br />miniature golf equipment in there too. <br />Choi followed up with: the mechanical equipment for the building will be contained in <br />that addition on the east, and nothing will be outside or roof -mounted. <br />Justin Fries, with Studio DH Architecture in Golden, answered the question: There will <br />be some rooftop units; there is rooftop screening provided in the design. The east entry <br />is also going to be where our fire riser room is, for the fire sprinkler and storage. <br />Choi's second question is about the proposed lighting, and if there is going to be a <br />controlled lighting system. <br />Starr explained that the goal is to be compliant with the lighting regulations.
