The <br />EV Manager responded that her understanding is yes. Once the final bids start coming in there <br />are components that can be identified. This part of the process won't be able to start until we <br />know what true costs will be. Commissioner Lipton asked where that step of the process is listed <br />in the work plan. The EV Manager responded that she could add a more specific bullet point to <br />the Work Plan. Commissioner Lipton asked that a more specific bullet point be added to the <br />Work Plan. <br />The Director of Community Development suggested a modification to the fourth bullet to <br />address commissioner Lipton's comments. Commissioner Lipton agreed to this approach. <br />Downtown Vision Plan Implementation <br />Commissioner Williams commented that the LRC needs to acknowledge that this is the bulk of <br />our funding and the LRC has had many conversations about this project over the past six (6) <br />months. She expressed concern about earmarking bond funds towards anything other than the <br />Downtown Vision Plan. She acknowledged that the $8M will not go very far. The EV Manager <br />responded that the bond funds can only be used in the Highway 42 Urban Renewal Area. She <br />also mentioned that, in terms of other funding, in the history of the LRC programs, the budgeted <br />amount has never been spent in prior years and there is opportunity in these budget items to <br />amend the budget for possible new projects. <br />Chair Adler asked if business support should be discussed now and if additional funding is <br />available to support businesses. The EV Manager responded that a construction impact plan <br />can't be developed until we know more about what will be built. Chair Adler emphasized that this <br />is an important item for her. <br />Mayor Leh commented that the LRC and City Council maybe partly through the Economic <br />Vitality Committee can work together on business support due to construction impacts. The EV <br />Manager responded that we are looking at construction impacts from a lot of angles, not just <br />from LRC standpoint and not only on big projects. <br />Commissioner Lipton commented that some concluding comments made by Council about the <br />Downtown Vision Plan seemed to indicate that Council left the door open to possible additional <br />city funding for the Vision Plan. He asked where in the process will the LRC be able to <br />collaborate with City Council on an overall funding package. The EV Manager responded that <br />program implementation support and collaboration is included throughout the Work Plan. Staff <br />has heard that the LRC would like to engage more with the Chamber, the EVC, and City <br />Council. Those opportunities are difficult to pin down; as we know more, staff will work with <br />stakeholders to ensure collaboration. Commissioner Lipton asked to expand the fourth bullet to <br />include language to collaborate with City Council on a final funding program for the project. <br />Mayor Leh suggested that the LRC keep an eye on council agendas and communicate about <br />the future. City Council's in-depth workplan discussion will occur in January and it would be <br />useful to have input from the LRC at that meeting. Chair Adler asked for the meeting date when <br />the council work plan is on the agenda.
