King Soopers 142 <br />Louisville, CO <br />I. Introduction <br />Overview <br />This report presents the results of a Traffic Impact Study (TIS) conducted in support of a site plan to <br />redevelop a property with commercial uses consisting of supermarket and gas station uses in Louisville, <br />CO. Currently the site is occupied by a vacant commercial building, previously serving as a home <br />improvement superstore use. <br />Per the requirements of the City of Louisville, a Transportation Impact Study is required to support the <br />proposed redevelopment. <br />Site Location and Study Area <br />The property that comprises the application area for the proposed redevelopment is approximately 13.5 <br />acres in size and is identified as Boulder County Parcel Numbers 157713016001 and 157713016002. It is <br />located south of Centennial Pkwy, north of Dillon Rd, east of Century PI, and west of McCaslin Blvd in <br />Louisville, CO, as shown in Figure 1-1. It is zoned Planned Community Commercial (P-C) and is occupied <br />by a vacant commercial building, previously serving as a home improvement superstore use. Site access <br />is proposed via the existing right-in/right-out (RIRO) access on Centennial Pkwy, full movement access on <br />Centennial Pkwy, '/ movement access on McCaslin Blvd, RIRO access on Dillon Rd, two full movement <br />accesses on Dillon Rd, and two full movement accesses on Century PI. No change in site access is <br />proposed. <br />The Applicant, King Soopers Stores, seeks to redevelop the property with a supermarket and a gas station <br />use. A reduction of the Applicant's proposed conceptual site plan is provided in Figure 1-2. A full-size copy <br />of the plan is provided in Appendix A. <br />The study area is generally bounded by Centennial Pkwy to the north, Century PI to the west, McCaslin <br />Blvd to the east, and Dillon Rd to the south. <br />Tasks undertaken during this study included the following: <br />1. Reviewed the Applicant's proposed development plans and other background data. <br />2. Conducted a virtual field reconnaissance of existing roadway and intersection geometries, traffic <br />controls, and speed limits. <br />3. Collected peak hour turning movement counts at the key intersections. <br />4. Analyzed existing levels of service at each of the key study intersections based on the methodologies <br />set forth in the Highway Capacity Guidelines (HCM ) 7th Edition and reports generated by Synchro as <br />reported by Synchro version 12 software. <br />5. Forecasted background future traffic volumes based on baseline traffic counts, pipeline projects, and <br />regional traffic growth for 2026 (build -out) and 2045 (long-range) conditions. <br />6. Calculated background levels of service at each of the key study intersections for the projected build - <br />out years based on background future traffic forecasts, and the existing lane use and traffic controls. <br />Galloway & Company, Inc. <br />7 <br />
