Preliminary Internal Review Draft <br />Goal DO.2. Area 2: Downtown <br />Louisville- Continue the <br />transformation of downtown into a <br />walkable, active, and family -friendly <br />hub that compliments Louisville's <br />history. <br />Strategy <br />A. Encourage a balance of residential, <br />commercial, and mixed -use <br />buildings that integrate housing <br />above ground -floor commercial <br />uses to create a walkable, vibrant <br />environment. <br />B. Support multi -family housing <br />by -right in downtown and the <br />DELO areas to encourage a range <br />of housing options. Promote <br />higher density in the DELO <br />area to accommodate greater <br />density while maintaining a mix <br />of two and three story lower <br />scale development in the historic <br />downtown area. <br />C. Allow for residential development <br />on the upper floors on Main and <br />Front Street in the core commercial <br />area of Downtown. . There should <br />be a requirement for strong <br />ground -floor retail or commercial <br />presence in key downtown areas <br />as part of the development <br />code update to strengthen retail <br />presence and activation. <br />D. Continue to provide urban renewal <br />Tax Increment Financing (TIF) <br />and infrastructure incentives for <br />redevelopment projects with an <br />identified financing gap located in <br />the Urban Renewal Area (URA). <br />E. Consider a business improvement <br />district to support Downtown <br />businesses post -Urban Renewal <br />Area (URA) expiration. Use it to <br />attract local retailers and activate <br />public spaces. <br />F. Utilize the Historic Preservation <br />Fund and local landmark <br />designation zoning incentives <br />to preserve and restore historic <br />buildings. <br />G. Revise the Old Town Overlay and <br />review the Downtown Design <br />Handbook for potential updates <br />to ensure new development <br />complements Louisville's mining - <br />era character. <br />H. Coordinate with the Louisville <br />Museum Advisory Board, Cultural <br />Advisory Board, and the Louisville <br />Arts Association to develop <br />a Wayfinding Plan integrating <br />interpretive signage, public art, and <br />educational elements to share the <br />area's history. <br />I. Implement streetscape <br />improvements to enhance <br />pedestrian comfort, including <br />restaurant seating areas, shaded <br />walkways, and active storefronts. <br />J. Enhance Steinbaugh Plaza and <br />create flexible, curbless street <br />designs on Front Street to support <br />events and enhance the public <br />realm. <br />K. Improve pedestrian and bicycle <br />connections between downtown <br />and surrounding neighborhoods, <br />including a secondary railroad <br />undercrossing for safer, more <br />accessible transit. <br />Land Use and Development 163 <br />
