Keany suggested that the youth task force goal is included as a Level I Policy, with the
funding included as a Level I under the General Fund.

Davidson directed staff to add Keany's suggestion.

Lathrop requested that Council consider reversing the order of adding an FTE for a
forester, under Level I, and an FTE for a School Resource Officer, under Level II. He
stated that a School Resource Officer should be a priority over a forester.

Mayer stated that he believes that Council was awaiting further information regarding the
needs of a School Resource Officer from the Boulder Valley School District and
Louisville Chief of Police Bruce Goodman.

Davidson replied that a letter requesting that information from the Boulder Valley School
Board has been sent.

Lathrop stated that, in order of priority of what's important, it speaks for itself - children
versus trees.

Davidson stated that he believes that the reason that a forester was identified as a Level I
goal was that the position was considered as a requirement for the Open Space
Parks/Trails Task Force, and the need for a School Resource Officer at Monarch was
unclear.

Howard stated that Council agreed that, once information was received from the School
Board and the Chief of Police, the School Resource Officer could be upgraded to a Level
I.

Keany suggested that Council move the School Resource Officer to a Level I goal, and
remove the designation for the Monarch School Campus.~

Davidson asked whether his fellow Councilmembers would agree with Keany's
suggestion.

All agreed.

Howard asked for clarification that the Library expansion was discussed as a Level II
goal. He stated that the Library's remodeling project included an option to expand into the
meeting room, should the need arise in the future.

Davidson stated that the Library expansion should be included in with the Capital
Projects for 2000, under Level I - Continue Planning for Expansion of City Hall/Police
Department/Library. He explained that Council currently uses the Library's meeting
room to conduct meetings, therefore, the Library cannot expand into that area until
