landscape plan be modified to correct the scaling error, and inconsistencies in reflected <br />quantities between the landscape planting schedule and the landscape site plan. <br /> <br />There are three main sources of light generation proposed on the lighting plan. <br />Consistent with both Sam's Club and Kohl's, the plan proposes 400 watt, metal halide <br />light fixtures mounted on 24' high poles for parking lot lighting. Building-mounted <br />lighting consists of a series 175 watt, down directed fixtures located on the north building <br />elevation, and over the truck loading docks. Building mounted lighting also includes <br />eight, 70 watt, 'globe-type', decorative fixtures located on the west and south building <br />elevations. The cut-off, down directed type of fixture should be substituted for the 'globe- <br />type' fixture. The third area of light generation is within the carrier parking area. A <br />canopy is constructed with an end panel, which will fully conceal the fixture from direct <br />view from the property line. However, due to the height of the canopy structure above <br />Dahlia Street, the Planning Commission recommended additional modifications. <br /> <br />The east facing section of the wrought iron fence was removed and replaced with 8' high <br />pre-cast wall sections to match the building. Also, a three-foot high screen wall has been <br />added in the perimeter landscape area, directly out in front of the loading dock doors to <br />block the lights of truck tractors during night operations. A revised cross section showing <br />the relationship between the loading docks and Dahlia Street has been provided. <br /> <br />While overall lighting levels have been reduced by 1 to 1.5 foot-candles along the east <br />property line, they still exceed the CDDSG requirements particularly for the parking lot <br />areas. Where the Commercial Development Design Standards & Guidelines require a 1.0 <br />foot-candle in a parking lot, the average proposed is 3.5 to 4.5 foot-candles. In <br />discussions with the Planning Commission the applicant represented that the lighting <br />levels have been reduced to the minimums required for safety and security by the Postal <br />Service. The Commission recommended that lighting levels comply with Commercial <br />Development Design Standards & Guidelines lighting requirements to the extent possible <br />under Federal regulations. While the applicant has indicated that lighting levels are in <br />compliance with that recommendation, the balance of the lighting condition <br />recommended by the Commission is being forwarded to Council. <br /> <br />Two internally illuminate cabinet signs were originally proposed in addition to a ground <br />mounted monument sign. Both wall mounted cabinet signs have been removed from the <br />PUD. A 32 SF ground mounted sign is proposed, and is to be illuminated from ground <br />mounted light fixtures. <br /> <br />Davidson called for the applicant presentation. <br /> <br />Craig Ballard, design and construction project manager for the US Postal Service, <br />commended Wood for his thorough explanation of the project. He apologized for the US <br />Postal Service. He explained that, in their haste to provide Louisville with a new facility, <br />they have had only superficial contact with the City. He stated that he would like this project <br />to be viewed as a positive addition to Louisville, as it was intended. He explained that the <br />colors, etc., on the renderings are not accurate, as comments from the Planning Department <br /> <br />9 <br /> <br /> <br />
