City Council <br /> Meeting Minutes <br /> February 1, 2011 <br /> Page 4 of 11 <br /> Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> Public Relations Manager Muth explained in an effort to make the Municipal Code and <br /> the City's practices consistent, staff is requesting the City Council amend Chapter <br /> 2.60.020 of the code to clarify the commencement and expiration dates of Planning <br /> Commissioner terms. The amended code would establish all Planning Commission <br /> terms on a calendar year, commencing January 1 of their initial year of appointment and <br /> expiring on December 31 of the last year of the term. <br /> Currently, the code states the Planning Commission members' terms take effect on "the <br /> third Tuesday in January in the year of appointment." A few years ago, the City began <br /> appointing all board and commission members to terms concurrent with the calendar <br /> year. By keeping all terms on the calendar year it is easier to maintain records and <br /> easier for members and staff to know when terms expire. <br /> Staff will ask current Planning Commission members to acknowledge in writing they <br /> willingly agree to their terms ending on December 31. For two current members, should <br /> they agree, it shortens their terms by one month or one meeting. For the other five <br /> current members their terms are not shortened as they were appointed to terms ending <br /> December 31. Staff recommended approval of Ordinance No. 1588, Series 2011. <br /> Mayor Sisk requested public comment and hearing none, closed the public hearing. <br /> MOTION: Councilor Dalton moved to approve Ordinance No. 1588, Series 2011 on <br /> final reading, seconded by Councilor Muckle. Roll call vote was taken. The motion <br /> carried by a vote of 7 -0. <br /> RESOLUTION No. 7, SERIES 2011 A RESOLUTION MAKING FINDINGS AND <br /> RECOMMENDATIONS REGARDING THE LANDMARK DESIGNATION <br /> APPLICATION FOR THE STREET FACING FALSE FRONT OF THE REX THEATER, <br /> LOCATED AT 817 MAIN STREET Public Hearing <br /> RESOLUTION No. 8, SERIES 2011 A RESOLUTION APPROVING A <br /> PRESERVATION AND RESTORATION GRANT FOR IMPROVEMENTS TO THE <br /> STREET FACING FALSE FRONT FOR THE REX THEATER LOCATED AT 817 MAIN <br /> STREET <br /> Mayor Sisk requested the Staff presentation include both resolutions Resolution No. 7 <br /> and 8, Series 2011. <br /> Principal Planner McCartney explained the applicant, BLT Enterprises (Jacques <br /> Blanchard), has applied for a Historic Landmark determination for 817 Main Street and <br /> is seeking Historic Preservation Funds to assist in the reconstruction of the building's <br /> front facade. Even though the owner has submitted an application for a landmark, his <br /> intent is to request a conservation easement for the front facade rather than a landmark <br /> of the entire building. <br />
