A new application for a license shall be made by the new owner or operator. A public hearing may be required prior to issuing the license required by transfer of sale to determine if the applicant is of good moral character and reputation. 5.16.120 Renewal of License Application for the renewal of an existing license shall be made to the City Council not less than 45 days prior to the date of expiration of the existing license. The City Council may cause a hearing on the application to be held. No such renewal hearing shall be held until a notice of hearing has been conspicuously posted on the licensed premises for a period of 10 days and notice of the hearing has been provided the applicant at least 10 days prior to the hearing. The City Council may refuse to renew any license for good cause shown. 5.16.130 License Fees The license fee for a massage parlor establishment shall be $750.00 for each calendar year. The license fee for a massage therapist shall be $150.00 for each calendar year. The renewal fee for a massage parlor license shall be $150.00. 6.04.020 Riding or Driving on Streets Prohibited No person shall willfully ride or drive any animal or animals other than household pets upon any sidewalk or through any city park, unless clearly posted to allow such riding. 6.08.020 Poisoning Animals Deemed Unlawful It shall be unlawful for any person to poison any dog, cat or other domestic pets, or to distribute poison in any manner whatever with the intent or for the purpose of poisoning any dog, cat or other domestic pets. 6.12.080 Dog Catcher - Code Enforcement Officer Designated The Director of Public Safety may appoint a person to serve as Code Enforcement Officer and may appoint such assistance thereto if he deems necessary. Such Code Enforcement Officer shall serve as the City Dog Catcher. -13-
