City Council <br />Study Session Summary <br />May 26, 2011 <br />Page 4 of 5 <br />Tom brought up the public land dedication from Conoco Phillips and encouraged <br />Council to accept single parcels of open space for dedication rather than the land <br />along US36. <br />The Board will be sharing a table this year at the Downtown Street Faire with <br />other City Departments and providing open space information and possibly <br />having a table at the Farmers Market on Saturdays. <br />Justin McClure stated his interest in OSAB's opportunity to review Conoco <br />Phillips final development plans. <br />Council member Muckle asked if there have been any wildlife conflicts and <br />Council member Marsella confirmed the coyote population at Coyote Run is <br />prevalent. Ember Brignull, Open Space Coordinator, said the one issue they are <br />currently addressing with residents is feeding coyotes - staff is trying to increase <br />education to the public that folks should not do so, and is harmful. <br />Council member Muckle asked about the prairie dog population and Ember said <br />that due to budget constraints her staff is focusing on keeping the prairie dog <br />population stable. Main focus will be the 2 colonies on Davidson Mesa. <br />Mayor Sisk supports the dog park on the Davidson Mesa, reiterated the open <br />space tax, if approved, would be refocused on maintenance rather than <br />acquisition, and lastly was not sure that a future open space tax should be <br />perpetual, i.e., no sunset provision. The Mayor also commented the proposed <br />Conoco Phillips land dedication along US 36 corridor is important for the bikeway <br />trail /improvements along the US 36 Corridor. Open Space member Davinroy <br />agreed the land dedication is for public land and not necessarily open space. <br />Mayor Sisk acknowledged Ember Brignull, Open Space Coordinator, is a great <br />resource. <br />Update /Discussion — Open Space Zoning <br />Gavin McMillan, Planner !land Ember Brignull presented on Open Space Zoning <br />Gavin gave a brief update on the work that has been done and to be done in <br />order to accomplish the goal of zoning open space. Through amending the <br />Louisville Municipal Code, an open space district needs to be formed and then it <br />would be determined which open space properties would be included. Ember <br />presented a sample of open space properties that both she and GIS Coordinator, <br />Susan Dellinger, have worked on to show the level of research involved for <br />acquiring parcel numbers. <br />Council member Muckle noticed in the materials that it's a fundamental change <br />by removing reference to use of pesticides. All agreed the City Charter is the <br />ruling document. There are multiple documents that are factored into this project <br />
