City Council <br /> Meeting Minutes <br /> April 5, 2011 <br /> Page 4 of 10 <br /> Lea Yancy, Boulder County Energy Efficiency and Sustainability Specialist, gave a <br /> PowerPoint presentation on Boulder County's new EnergySmart Program, of which all <br /> County residents and businesses are eligible to participate. The Boulder County's <br /> EnergySmart services provides free advisory assistance; expert help with contractor <br /> selection and assistance with rebates and financing. <br /> The program began when a $25 Million dollar grant was awarded from the Department <br /> of Energy to Boulder County, Denver, Garfield County, and MMC /DRCOG with <br /> assistance from the Governor's office. Boulder County received $14 Million for <br /> residential and commercial energy efficiency. The benefits of the EnergySmart Program <br /> include saving money; lowering utility bills; saving time; energy and providing rebates. <br /> Rebates and financing for a home are $250; there are low- interest loans for upgrades, <br /> microloans for $500 $3,000, 2.5% interest rate and a 1 -3 year repayment period. <br /> EnergySmart services are available April 15, 2011 through the end of the year. <br /> BI- MONTHLY ECONOMIC DEVELOPMENT UPDATE <br /> Mayor Sisk requested a Staff presentation. <br /> Economic Development Director Star updated Council on the following: <br /> Sam's Club. Wal -Mart has entered into a contract with U -Haul to purchase Sam's <br /> in Louisville. The contract allows for four months of due diligence. <br /> Safeway Village Square Shopping Center. Safeway has accepted a Letter of <br /> Intent from a prospective buyer. <br /> Colorado Association of Manufacturing and Technology —Staff submitted two <br /> proposals to Metro Denver for this organization's plan to create an Aerospace <br /> and Clean Energy Manufacturing and Innovation Center. <br /> Vestas will make a site selection on a second R D facility. That decision will <br /> be made after reviewing 2011 second quarter profit results. <br /> Conoco Phillips was granted a one year extension of their preliminary plan <br /> approval. They have assured the City they are proceeding with the project. <br /> She noted the vitality of the Downtown area with renovations, new businesses and <br /> restaurants; the economic growth in Centennial Valley and along South Boulder Road <br /> with the King Soopers Fuel Station. She reported on the recent awards and recognition <br /> Louisville's Downtown received including Westword's Best Small Town Shopping <br /> District for 2011; Found Underground Best High End Women's Resale Store and <br /> Sweet Cow Best Ice Cream. Additionally Downtown Louisville and The LuckyPie <br /> Restaurant were highlighted in the 5280 Magazine.
