T e Planning Commission shall give notice as provided in <br />Section 17.28.1 o and shall hold a public hearing concerning the final <br />development pIa . <br /> B. Planning Commission will approve the final development <br />plan if it is i substantial compliance with the preliminary development <br />plan liance with the criteria for approval set forth under <br />this chapter. <br /> C. e final development plan will then be submitted to the <br />City Council their action. City Council may choose to hold a public <br />hearing concerning said final development plan or at their option, with- <br />out a hearing, City Council may approve, disapprove, approve the final <br />development plan with modifications, or request that the final develop- <br />ment plan be f rther reviewed by Planning Commission. After the final <br />development pI n has been approved by the City Council said plan shall <br />be recorded as if it was a final subdivision plat. <br /> 17.28.200 (A) <br /> prov'ded the time limit established by the development <br />schedule submi ted by the applicant has not passed, the appropriate <br />officials shal issue building permits for buildings and structures <br />in the area co ered by an approved final development plan, provided <br />that the plan as been recorded, if said buildings and structures are <br /> -6- <br />
