T e Planning Commission shall give notice as provided in Section 17.28.1 o and shall hold a public hearing concerning the final development pIa . B. Planning Commission will approve the final development plan if it is i substantial compliance with the preliminary development plan liance with the criteria for approval set forth under this chapter. C. e final development plan will then be submitted to the City Council their action. City Council may choose to hold a public hearing concerning said final development plan or at their option, with- out a hearing, City Council may approve, disapprove, approve the final development plan with modifications, or request that the final develop- ment plan be f rther reviewed by Planning Commission. After the final development pI n has been approved by the City Council said plan shall be recorded as if it was a final subdivision plat. 17.28.200 (A) prov'ded the time limit established by the development schedule submi ted by the applicant has not passed, the appropriate officials shal issue building permits for buildings and structures in the area co ered by an approved final development plan, provided that the plan as been recorded, if said buildings and structures are -6-
