Sam Light, City Attorney, read by title only Ordinance No. 1310, Series 1999 - An
Ordinance Amending Title 17 of the Louisville Municipal Code, Entitled 'Zoning', by
Zoning as Agricultural Certain Parcels of Real Property Owned by the City of Louisville
and The County of Boulder and Known as the Admor East Parcel and Admor West
Parcel.

Davidson called for staff presentation.

Paul Wood, Planning Director, stated that the 80.5 acre parcel known as the Admor
Parcel was annexed by the City of Louisville in March of 1997 by Ordinance No. 1246,
Series 1997. The property is located at the southwest quadrant of Dillon Road, and South
96th Street.

Prior to annexation, the County purchased the entire parcel from the Admor Investment
Company/Trust. In June of 1996 the City and the County executed a purchase agreement
under which the City purchased a fee simple interest in the Admor West Parcel (33.738
acres west of Goodhue Ditch), and an undivided one-half interest in the Admor East
Parcel (46.820 acres east of the Goodhue Ditch). The east parcel will continue to be used
for open space purposes in accordance with the terms of the conservation easement,
which is in place.

In June of 1999, the City Council passed a resolution to convey an undivided one-half
interest in the west parcel to the County. Once finalized, the west parcel will likewise be
restricted to open space and related uses and subject to reciprocal conservation
easements, which would prohibit residential development.

The Agriculture Zone designation will be compatible with the terms and conditions of the
Northwest Parkway Intergovernmental Agreement which designates Admor West as City
Preservation, and the Admor East as City and County Open Space Area.

A public hearing was held by the Planning Commission on September 14, 1999. The
Commission approved a motion to forward a recommendation to City Council supporting
the zoning by a vote of 5-0.

Davidson opened the public hearing and called for anyone wishing to speak on Ordinance
No. 1310, Series 1999.

NONE

Davidson closed the public hearing and called for Council comments and questions.

Lathrop moved that Council approve Ordinance No. 1310, Series 1999 - An Ordinance
Amending Title 17 of the Louisville Municipal Code, Entitled 'Zoning', by Zoning as
Agricultural Certain Parcels of Real Property Owned by the City of Louisville and The
County of Boulder and Known as the Admor East Parcel and Admor West Parcel on
second and final reading, seconded by Howard.

3
