Doug noted that the Council and Planning Commission (PC) have expressed <br />that they want to move forward with green points program. Board of Appeals <br />(BOA) would prefer market to direct green building. He also noted that the <br />north end development will have 350 units and should be competitive with <br />energy efficiency standards of similar developments being built in Boulder. <br />. Dave indicated Council hasn't directed PC to look at a green points program <br />yet; Paul Wood (Planning Dept) and Mike Jones (Building Dept) want to <br />review proposed program/ideas from LRCAB. <br />. Goal for LRCAB is to meet with BOA in March, hold study session with <br />Council and PC in April. <br />. Mark distributed his suggestions for green building. <br />. Copies were provided of Gunnison green building program that Laura had <br />emailed to Board previously. <br />. Laura noted that in January 2007, LRCAB decided that, due to lack of staff to <br />enforce an established green points program, LRCAB would select a few <br />green building items that we would recommend as being mandatory, versus <br />optional as in a "green points program" <br />. Billy, based on design and construction oversight experience, contended that <br />a mandatory/green points program would not increase City work load at all; <br />city staff is already performing functions that would encompass this effort. <br />. Board identified the following preliminary green building requirements: <br /> <br />1. Recycle Construction Waste - cardboard and metal; would need to <br />resolve whether wood should be included. <br />2. Require new home appliances and rebuilds to use Enerqy Star rated <br />major appliances - there could be a possible tie-in with points for <br />purchasing appliances in Louisville. <br />3. Use compact fluorescent bulbs - provided they are compatible with <br />fixtures and switching. <br />4. On-demand hot water heater option - must either use this type of hot <br />water heater or be designed so that it could be added in the future. <br />5. Must have water-conservinq fixtures - this is already required in '03 code. <br />6. Landscape irriqation efficiency - this would focus on common areas of <br />developments where builders have responsibility (homeowners <br />responsible for their own landscaping). Currently, no permit review <br />is required for landscaping of common areas, except in situations <br />between homeowner associations (HOAs) where <br />ownership/maintenance arrangements are established with City. <br />Cannot exclude use of bluegrass as it handles foot traffic and <br />rebounds from drought conditions better than other low water <br />grasses. <br />
