Harriet Olson, Senior Board President, thanked Council for the proclamation and <br />accepted it on behalf of all the residents of Louisville who receive support and care from <br />caregivers. <br /> <br />RESOLUTION No. 52, SERIES 1999 - A RESOLUTION FINDING <br />SUBSTANTIAL COMPLIANCE OF AN ANNEXATION PETITION FILED <br />WITH THE CITY OF LOUISVILLE, COLORADO, KNOWN AS THE BOWES <br />ANNEXATION, AND SETTING A PUBLIC HEARING THEREON <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood, Planning Director, stated that Mr. Jack Bowes has submitted an <br />annexation petition to initiate voluntary annexation for his property of approximately <br />77.87 acres, which is located at the southeast comer of So 88th Street and Dillon <br />Road. <br /> <br />The Bowes Annexation Map reflects two ownership parcels within the boundaries of <br />the annexation. Parcel One, which comprises the majority of the land area at 76.89 <br />acres, is located in the northwest quarter of Section 20. Parcel Two is 0.98 acres and <br />is located in the northeast quarter of Section 19. Both sections are located in <br />Township 1 South, Range 69W. In 1996, the City of Louisville purchased from the <br />Bowes family a 3.473-acre portion out of Parcel Two for right-of-way purposes. The <br />right-of-way was used for the construction of the re-aligned South 88th Street. Parcel <br />Two, at 0.98 acres, is what remains exclusive of the acquired right-of-way. The <br />Annexation Map also reflects a Parcel Three at 2.20 acres, which is the portion of the <br />Dillon Road right-of-way that is still under the ownership of Mr. Bowes. Parcel <br />Three is not part of the annexation request, as the City of Louisville has already <br />annexed that portion of the Dillon Road right-of-way. <br /> <br />The property is currently occupied by the family homestead, as well as associated out <br />buildings. Mr. Bowes is requesting that the property be zoned to Planned Community <br />Zone District - Residential (PCZD-R) in conjunction with the annexation, and has <br />submitted a Planned Community Zoned District General Development Plan to reflect the <br />proposed planning area and residential development. <br /> <br />In February of 1999, with the approval of the Intergovernmental Agreement for Southeast <br />Boulder County, South 96th Street, Dillon Road and US 287 Area Comprehensive <br />Development Plan, the subject parcel was designated as a City Preservation Area. The <br />Intergovernmental Agreement specifies; "that if and when annexed to the City of <br />Louisville, future use shall be limited to agriculture and low density of no more than 1 <br />unit per 4 acres, and prior to any annexation that the parcel be designated a Rural <br />Preservation." <br /> <br />The General Development Plan reflects a total of twenty-seven residential units, one of <br />which is the existing homestead on a 3.8 acre parcel.
