Blackwood replied that they do plan to address that in the PUD process, however, she
explained that the area being referred to is not meant to represent the footprint of the
house, but rather the area that the house could be placed in.

Mayer stated that specifying how large a building footprint could be would be useful
information.

Blackwood replied that they have also specified maximum lot coverage.

Mayer questioned how viable the lack of an additional access would be, specifically with
regard to emergency vehicles. He asked for clarification that the City is being asked to
grant credit, in terms of density, for land that the City has already purchased. He
explained that he would require convincing arguments in order to grant that request.

Blackwood replied that they are requesting to round the number of development units up
from 26.87 units to 27 units.

Mayer replied that the discrepancy of three acres again comes into play and repeated that
the correct acreage for the property should be used. He stated that he would also be
looking for the Northwest Parkway Intergovernmental Agreement to be satisfied in the
development proposal.

Lathrop stated that Council should provide definitive direction on the request for a total
of twenty-seven development units and whether or not the three acres that the City
previously purchased for a right-of-way should be included in the calculations for
development units.

Blackwood replied that the 3.85 acres are not included in the calculations.

Lathrop asked for clarification that the twenty-seven development units are based on the
acreage as it exists today.

Blackwood replied, yes, the calculations result in 26.876 development units.

Lathrop asked Blackwood if the right-of-way that she discussed earlier was not relevant
to the calculation.

Blackwood replied that the Bowes family owns right-of-way along Dillon Road that is
separate from the right-of-way that was dedicated for 88th Street.

Lathrop apologized for his misunderstanding and thanked Blackwood for clarifying the
issue. He asked for the approved uses for the space on each lot that was outside of the
designated building area.

Blackwood replied that the area would be grassland.

6
