Lathrop asked whether the area would include any horse farms or outbuildings.
Blackwood replied that it would not.

Sisk asked how the water for the pond would be provided and questioned whether the
pond would become stagnant.

Blackwood replied that there is an existing pond there now and it contains fresh water.

Sisk reported that the football field at Monarch Campus could be lighted as soon as next
year, tennis courts will be added, etc. He suggested that the Bowes family request the
conceptual plans for the Monarch Campus from Dr. Bill Johnson, principal of Monarch
High School, in order to determine the impacts of the Campus' five to ten-year build out.
He explained that this would ensure that future property owners are made aware of any
potential impacts.

Blackwood agreed to obtain the current plans.

Sisk requested that the streets be property maintained and asked whether the streets
would be dedicated.

Blackwood replied that they intend for the streets to be dedicated and have been meeting
with Tom Phare, Public Works Director, regarding dedicated streets.

Sisk stated that in Blackwood's letter dated October 12, 1999, the statement was made
that Mr. Bowes sold the 88th Street property to the City of Louisville for a nominal fee.
He questioned how $27,000 per acre could be considered a 'nominal fee.'

Simmons replied that the City paid approximately $28,000 an acre.

Sisk asked Blackwood for confirmation that this was the 'nominal fee' that her letter was
referring to.

Blackwood replied, yes.

Davidson stated that the City of Louisville paid an amount substantially above the
appraised value of the land, therefore, it was not a 'nominal fee' and the City of
Louisville owns it. He asked Wood how many acres of land is actually under
consideration, including the Dillon Road area but excluding the City-owned land.

Wood replied that the legal description, excluding the right-of-way and Parcel 3, depicts
77.87 acres, yielding 19.46 development units.

Blackwood replied that her records indicate 80.012 acres.

Wood stated that 80.012 acres is not consistent with the legal description.
