<br />Sec. 13.36.120. <br />Sec. 13.36.130. <br />Sec. 13.36.140. <br />Sec. 13.36.150. <br />Sec. 13.36.160. <br />Sec. 13.36.170. <br />Sec. 13.36.180. <br /> <br />Notification of spills <br />Construction and post construction requirements <br />Construction stormwater management plan <br />Technical standards and specifications <br />Post-constmction requirement of permanent BMPs <br />Financial security <br />Enforcement and penalties <br /> <br />Sec. 13.36.010. <br /> <br />General purpose and policy. <br /> <br />The intent of this chapter is to protect and enhance the water quality of <br />watercourses, water bodies and wetlands in a manner pursuant to and consistent with <br />the Federal Clean Water Act and also to provide for the health, safety, and general <br />welfare of the citizens of City of Louisville through the regulation of non-storm water <br />discharges to the storm drainage system. This chapter establishes methods for <br />controlling the introduction of pollutants into the Municipal Separate Storm Sewer <br />System (MS4) in order to comply with requirements of the National Pollutant <br />Discharge Elimination System (NPDES) permit process. <br /> <br />The objectives of this chapter are: <br /> <br />1. To regulate the contribution of pollutants to the MS4 by stormwater <br />discharges by any user; <br />2. To prohibit Illicit Connections and Discharges to the MS4; <br />3. To establish legal authority to carry out all inspection, surveillance <br />and monitoring procedures necessary to ensure compliance with this <br />chapter; <br />4. To promote public awareness ofthe hazards involved in the improper <br />discharge oftrash, yard waste, lawn chemicals, pet waste, wastewater, <br />grease, oil, petroleum products, cleaning products, paint products, <br />hazardous waste, sediment and other pollutants into the storm <br />drainage system; <br />5. To reduce pollutants in stormwater discharges from constmction <br />activity by guiding, regulating, and controlling the design, <br />construction, use, and maintenance of any development or other <br />activity that disturbs or breaks the topsoil or results in the movement <br />of earth on land; and <br />6. To require permanent stormwater mnoff controls to be constructed as <br />part of development to prevent the deterioration of water quality. <br /> <br />Sec. 13.36.020. <br /> <br />Definitions. <br /> <br />Words and phrases not otherwise defined herein shall have the meanings set <br />forth in section 13.32.020 ofthis code.
