Planning Commission <br />Meeting Minutes <br />April 14, 2011 <br />Page 10 of 13 <br /> <br />Russell asked if trails are different than Open Space. <br />McMillan stated yes, but they are connected. <br />Ember Brignull, Parks and Recreation Department, used a power point <br />presentation to discuss the three (3) steps in the Open Space Zoning – Property <br />Selection Process. <br />1) Identify City Owned Vacant Land <br />2) Solicit Recommendations from Open Space Advisory Board <br />3) Research <br />Loo asked how the city works with open space and power lines. <br />Brignull explained the power line is located within an easement on top of land <br />owned by the City. <br />Loo asked how long the project will take to complete. <br />st <br />Brignull stated the 1 property has taken two full days to research and complete <br />and this is only the beginning. <br />Joe Steven, Parks and Recreation Director, discussed the background of the <br />process. <br />Lipton stated the Charter requirement states the City already has Open Space. <br />Was this property designated as future open space or are we relooking at how it <br />was approved and then re-classifying. <br />Russ stated the project is complicated and the goal is to clarify what each City <br />owned property should be classified or zoned. <br />Stevens defined open space and its different classifications. The goal is to keep <br />the management plan and the zoning of open space as two separate entities. <br />Lipton asked how other land dedications, such as drainage easements, will be <br />handled. <br />Russ stated the Public Works Department is already working with the Parks and <br />Recreation Department on how to best handle those types of dedications. <br />Lipton stated it would be his preference to not include those types of dedications <br />in the open space zoning. <br />Russell inquired if this project is part of the master plan process. <br />McMillan stated this is a City Manager goal, which is also coincidental to the <br />master plan. <br />Russell stated his concern as zoning might not be the best path. The City should <br />not constrain themselves. <br />Brauneis referenced page 56-57 and requested a discussion at a later date <br />regarding the “application of pesticides …” <br /> <br />
