Planning Commission <br />Meeting Minutes <br />April 14, 2011 <br />Page 11 of 13 <br /> <br />McMillan stated the zoning will not change the practices already in place by the <br />Parks and Recreation Department. <br />Brignull discussed the weed management plan and when chemicals are used. <br />Loo referenced page 50, Section 4 regarding possible wording that is in conflict <br />with the City Charter. <br />Planning Commission Comments: <br />None heard. <br />Staff Comments <br /> <br />Update regarding the McCaslin & Washington pedestrian crossing <br /> <br />Russ led the discussion by use of power point presentation. <br />Purpose and need statement: To create a functional intersection with a <br /> <br /> <br />more inviting pedestrian crossing which enables motorists and pedestrians <br />to make safer decisions while strengthening the physical connection <br />between Davidson Mesa Open Space and Harper Lake, two of the City’s <br />most cherished amenities. <br />Briefly reviewed the different alternatives. <br /> <br /> <br />Explained the Review Criteria for each alternative. <br /> <br /> <br />Loo asked how the public comment period would be handled. <br />Lipton asked questions about the options/alternatives. <br />Sheets asked if there is a clear favorite at this time. <br />Russ stated there is not a clear favorite <br />Sheets stated she thinks the underpass is the most viable answer. She stated <br />the traffic circle in Superior is scary. <br />Russ reminded the commission that the roundabout might feel scary but it is <br />doing the job of calming traffic as a roundabout is designed to do. <br />Loo asked if a pedestrian count had been completed. <br />Russ stated it had not been done but it is well known how heavily this <br />intersection has become. <br />Loo stated the project could be a lot of tax payer money and the City should have <br />the scientific proof to back up the cost. <br />Stevens discussed the desirability of Davidson Mesa and the fact it might be a <br />desirable location for an underpass. <br />Lipton stated on the CU campus an underpass is not widely used. <br />Russ stated the line of sight is a very important issue with the use of an <br />underpass. <br />Lipton inquired about the use of flashing lights. <br /> <br />
