<br />1. Alternative Tower Structures (ATS), as defined in this Chapter, include both <br />existing and proposed structures that serve as a mounting structure and/or <br />enclosure for CMRS antennae or other CMRS facilities. A TS can be an <br />effective way of mitigating the visual impact of new CMRS facilities. As such, <br />any non building mounted CMRS facility must meet the definition of an A TS. <br /> <br />2. Review Process. <br /> <br />a. Any new A TS requires Special Review Use approval pursuant to <br />Chapter 17.40. <br /> <br />b. The use of an existing element of the building or a minor <br />modification to an existing building element that does not substantially <br />alter the exterior appearance of the building, structure or site, as <br />determined by the Director, may be reviewed as an Administrative <br />Special Review Use as defined in Section 17.42.080. (An example of an <br />A TS meeting those criteria would be a CMRS facility where the <br />antennae were installed inside an existing architectural element of a <br />building, and transmitted through that material or a replacement material <br />that mimics the existing building material, and where any mechanical <br />support equipment were housed inside an existing structure, <br />underground, or behind existing landscaping or other existing physical <br />screening. ) <br /> <br />c. The placement, construction, use or modification of an existing A TS <br />that the Director determines will substantially alter the exterior <br />appearance of a building, structure or site will require a Special Review <br />Use process pursuant to Chapter 17.40. <br /> <br />3. A TS Hei~ht. <br /> <br />a. Existing A TS do not have to meet specific height requirements <br />providing that any alterations to the existing building or structure and/or <br />the installation of antennae do not exceed the maximum height of the <br />existing building or structure. <br /> <br />b. New ATS shall not exceed the maximum height for the zoning district <br />or the maximum height permitted in the approved Final PUD <br />Development Plan for the property, whichever is applicable, unless <br />approved per the co-location requirements of Section 17.42.040. <br /> <br />4. ATS Setbacks. <br /> <br />a. Existing A TS do not have to meet specific minimum setback <br />requirements providing that any alterations to the existing building or <br />structure and/or the installation of antennae do not exceed the established <br /> <br />9 <br />
