<br />City Council <br />Meeting Minutes <br />March 6, 2007 <br />Page 3 of 11 <br /> <br />Mayor Sisk and the City Council recognized and expressed their gratitude to <br />Sergeant Miller and Officer Muzzipapa. <br /> <br />STATE HIGHVVAY 42 TRAFFIC & ACCESS STUDY <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Public Works Director Phare 19xplained the purpose of the State Highway 42 <br />Traffic and Access Study is to provide the City with a preliminary evaluation of <br />the potential impacts of widening State Highway 42 to four lanes between <br />Paschal Drive and Locke StrE~et. The Study considers four design concepts and <br />identifies Alignment 'C' as the final recommended concept for State Highway 42. <br />He noted for the record, corre~spondence was received from Wayne K., Rollin E. <br />and Genevieve H. Anderson, and the Deborski family relative to the Highway 42 <br />Traffic and Access Study. He introduced Mr. David Woolford, from Carter <br />Burgess, who made a PowerPoint presentation. <br /> <br />David Woolford, Carter BurgE~ss, 707 1 ih Street, Denver, CO reviewed the SH <br />42 Access Control Plan/lGA between Lafayette, Boulder County, COOT and the <br />City of Louisville. He summarized the public process and gave a brief overview <br />of the environmental impact. He outlined the Access Control Plan and its <br />conclusions, and noted the potential for signalized intersections at Paschal, <br />Hecla and Short Street, new three-quarter turn accesses and future roadway <br />improvements, which include four through lanes. <br /> <br />There are four alignment concepts; A through D. Alignment 'C' proposes the <br />acquisition of right-of-way from the east side of State Highway 42 in cooperation <br />with Boulder County Open Space within the redevelopment area. The Study <br />makes recommendations regarding future roadway and driveway access along <br />State Highway 42 within the City limits of Louisville, which will be coordinated <br />with the Colorado Department of Transportation (COOT) as the Access Control <br />Plan for State Highway 42 is updated. <br /> <br />The BNSF/FasTracks Rail Crossing proposes 4 trains per hour per direction, a <br />total of eight per hour. The main issue is not capacity but queuing of vehicles. <br />South Boulder Road would have the 2nd highest vehicle traffic on an at-grade <br />crossing on this FasTracks line. Solutions included equal spacing of trains; <br />signal timing shift delays to Main Street, 3rd lane EB on South Boulder Road, or <br />new technology to allow train speed to fit the signal. <br /> <br />Public Works Director Phare noted with respect to Alignment "C" and how it <br />affects Boulder open space, a City Staff member met with COOT regarding <br />general management of construction projects on state highways.
