<br />City Council <br />Meeting Minutes <br />March 6, 2007 <br />Page 4 of 11 <br /> <br />with federal regulations on widening roadways. There would be an extensive <br />evaluation from an environmental perspective. <br /> <br />PUBLIC COMMENT <br /> <br />John C. Evans, 721 Cottonwood Drive, Broomfield, CO stated he represents <br />Boom LLC, the property OWnE~rs of 1301 Courtesy Road. He asked how the <br />Highway 42 Improvement Project would be funded. Public Works Director Phare <br />stated funds are available through the City's Impact Fee Fund, Capital <br />Improvement Project Funds and Sales Tax Revenue. <br /> <br />Interim City Manager Balser noted the City received funds from the Denver <br />Regional Council of Government (DRCOG) for the study. She stated there are <br />highway improvement funds available at the state and federal level. <br /> <br />Michael Deborski, 601 Pine Street, Louisville, CO noted the drawings in the study <br />indicate the rail station is on the west side of the tracks instead of the east side. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Muckle had several questions including the locations of the <br />shared left turn lanes, the possibility of a signal at Griffith and if the right-of-way <br />could be shrunken to avoid taking open space land. Mr. Woolford pointed out the <br />shared turn lanes, and noted a signal on Griffith Street would be a safety <br />compromise. He noted shrinlking the right-of-way would reduce the widths of <br />lanes and eliminate a sidewalk on the open space side. <br /> <br />Council member Marsella voiced her support of Alignment "C", which would keep <br />the homes along Highway 42 intact. Mr. Woolford noted under "c" Miner's field is <br />given a buffer area and no parking or landscaping will be impacted. <br /> <br />Council member Sackett voiced his concerns over traffic congestion on South <br />Boulder Road. He asked if an overpass or underpass is needed later on, what <br />could be done to eliminate the impact to the area. Mr. Woolford outlined the <br />strategies to mitigate those impacts. <br /> <br />Mayor Sisk shared Council member Sackett's concern over the environmental <br />impact. He noted the source of the funding for this study and the partnerships <br />with Boulder County, CDOT and DRCOG. He applauded Mr. Woolford, Carter <br />Burgess, and the Public Worl<s Department for their work on the Study. <br /> <br />MOTION: Council member Marsella moved to adopt the Highway 42 Traffic and <br />Access Study, seconded by Council member Muckle. All in favor. Absent: <br />Mayor Pro Tem Brown. <br />
