<br />City Council <br />Meeting Minutes <br />March 6, 2007 <br />Page 5 of 11 <br /> <br />RESOLUTION No. 16, SIERIES 2007 - A RESOLUTION APPROVING A <br />CONTRACT BETWEEN TtiE CITY OF LOUISVILLE AND THE COLORADO <br />DEPARTMENT OF TRANSPORTATION FOR INTERSECTION <br />IMPROVEMENTS AT STATE HIGHWAY 42 AND SOUTH BOULDER ROAD <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Public Works Director Phare lsxplained that the City of Louisville was successful <br />in obtaining Congestion Relief Pool funds from the Colorado Department of <br />Transportation - Region 4 (COOT) for improvements at the intersection of State <br />Highway 42 and South Boulder Road. The total amount of funds programmed by <br />COOT for the intersection improvements is $1,400,000 and represents a <br />combination of federal and state funds. A total of $599,000 is available this fiscal <br />year with the remaining $801,000 available next fiscal year. <br /> <br />The Intergovernmental Agreement (IGA) must be executed between the City of <br />Louisville and COOT due to tlhe use of federal funds on the project. The IGA <br />defines the project scope, project responsibilities, detailed funding amounts, <br />encumbered project funds, and payment obligations for the project. The IGA <br />also defines maintenance responsibilities upon completion of the project. Once <br />the IGA is executed, COOT will issue the City of Louisville a Notice to Proceed. <br />This will allow the City to initiate the consultant selection process for the project's <br />preliminary engineering. It is anticipated two months will be required to complete <br />the consultant selection proCE~SS as the project's "Scope of Work" must be <br />reviewed and approved by CDOT prior to soliciting proposals from consultants. <br /> <br />MOTION: Council member Muckle moved to approve Resolution No.16, Series <br />2007, seconded by Council member Clabots. Roll call vote was taken. The <br />motion carried by a vote of 6-0. Absent: Mayor Pro Tem Brown. <br /> <br />RESOLUTION No. 17, SE:RIES 2007 - A RESOLUTION APPROVING AN <br />INTERGOVERNMENTAL AGREEMENT WITH THE TOWN OF SUPERIOR <br />REGARDING CONTRIBUTIIONS FOR LIBRARY SERVICES AND PLANNING <br />FOR LIBRARY SERVICES <br /> <br />Interim City Manager Balser addressed the most current version of an IGA with <br />the Town of Superior for library services, which they approved at their February <br />26,2007 Town Board meeting. City Attorney Light reviewed the changes made <br />to the agreement. <br /> <br />1. In Section 1, the due date was changed from March 1, to April 1, 2007. A <br />change was made to clarify the 2008 contribution from Superior would be a <br />minimum of $105,000, subject to potential increase based on the work of the <br />Task Force. <br />
