<br />City Council <br />Meeting Minutes <br />March 6, 2007 <br />Page 8 of 11 <br /> <br />recommends awarding the 2007 Landscape Maintenance Contract to CoCa I <br />Landscape. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Clabots requested CoCa I submit a certificate of insurance. <br /> <br />MOTION: Council member Clabots moved to award the 2007 contract for <br />landscape maintenance services to CoCa I in the amount of $131,610, seconded <br />by Council member Muckle. HolI call vote was taken. The motion carried by a <br />vote of 6-0. Absent: Mayor Pro Tem Brown. <br /> <br />APPROVAL TO PROCEED WITH STRATEGIC FINANCIAL AND <br />OPE:RA TIONS ASSESSMENT <br /> <br />Mayor Sisk stated the City is iin a situation where there is not a permanent City <br />Manager. He noted it can be difficult for a City Manager to make value <br />judgments on staffing decisions. He explained this is an opportunity for private <br />industry to analyze the City's structure and make assessments on staffing, <br />programs and services. This may entail combining departments and <br />restructuring the City staff. He explained that after discussions with Staff and <br />other municipalities, it was de!termined this would be an opportunity to look at the <br />City's structure, streamline City government and make it more of a business <br />model. <br /> <br />Interim City Manager Balser stated the review of revenues and staffing would be <br />a valuable tool for the Council for the 2008 budget process. She noted it is not <br />just about staffing issues, but it also how the City can be more efficient. <br /> <br />Human Resource Manager H1ix agreed it is not merely a review of the City's <br />staffing, but also of various programming and services offered by the City. She <br />noted this will assist the Council in making budget decisions. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Sackett felt an analysis of the current of staffing is important, but <br />he questioned the timing of the assessment. He recommended waiting until a <br />new City Manager is hired. <br /> <br />Council member Marsella stated a third party could make a more efficient <br />analysis. She felt it would be difficult for a new City Manager to downsize the <br />City staff. She noted a third party could look at the staffing with fresh eyes. <br /> <br />Council member Yarnell was uncertain as to whether this analysis should be <br />done before or after a new Ciity Manager is hired. <br />
