<br />City Council <br />Meeting Minutes <br />March 6, 2007 <br />Page 9 of 11 <br /> <br />Council member Clabots supported the assessment and inquired as to the <br />timeline for the analysis proCHSS. Interim City Manager Balser estimated a four <br />to six week process. <br /> <br />Council member Muckle voiced his concern on an expenditure of funds without a <br />new City Manager on board. He felt a new City Manager will bring fresh eyes <br />and would be able to make an assessment on staffing or bring forward some <br />criteria for the assessment. <br /> <br />Mayor Sisk stated this asses~)ment will provide additional information to the new <br />City Manager. He explained the staffing changes will not occur until after the <br />new City Manager is on board. He felt this is an opportunity to have a third party <br />make an objective analysis. He stated this report would not be mandated on any <br />City Manager or Interim City Manager. <br /> <br />Council member Sackett statled he would like to see the City's staffing at the right <br />number for the size of the City. <br /> <br />MOTION: Council member Marsella moved to approve the request for proposals <br />for City of Louisville Strategic Financial Assessment, seconded by Council <br />member Clabots. Roll call vote was taken. The motion passed by a vote of 4 -2. <br />Council member Yarnell and Sackett voted no. Absent: Mayor Pro Tern Brown. <br /> <br />ORDINANCE No. 1514, SERIES 2007 - AN ORDINANCE AMENDING <br />SECTION 2.80.030 OF TI-IE lOUISVlllE MUNICIPAL CODE BY ADDING <br />SECTION 2.80.030. A (5), PERTAINING TO GIFT BANS AND APPLICATION <br />OF THE CODE OF ETHICS TO INDEPENDENT CONTRACTORS OF THE <br />CITY - 1st re!ading - set public hearing 3/20/07 <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1514, Series 2007. He explained at City <br />Council's direction, the ordinance was drafted as a follow up to Amendment 41. <br />The amendment of Section 2..80.030.A (5) pertaining to independent contractors <br />of the City provides clarity rel~arding the gift ban. <br /> <br />Mayor Sisk stated independe!nt contractors may decide they cannot do business <br />with the City of Louisville based on the ordinance but voiced support to take the <br />ordinance to second reading.. <br /> <br />MOTION: Mayor Sisk moved to approve Ordinance No. 1514, Series 2007 on <br />first reading, send it out for publication and set a public hearing for March 20, <br />2007, seconded by Council member Yarnell. All in favor. Absent: Mayor Pro <br />Tern Brown. <br />
