The third story, which is approximately 8,900 <br />square feet (all of which is dedicated to residential) occupies an area <br />approximately 60% the size of the second floor. The three story elements of the <br />development are located on the interior and the rear of the site, along the alley. <br />The third story is proposed to have a 28' to 30' setback from both the Main Street <br />and South Street building planes. <br /> <br />The property is in the downtown central business district and is subject to the <br />requirements of the Downtown Louisville Framework Plan, the Downtown Design <br />Handbook, and the Louisville Municipal Code (LMC) pertaining to building height, <br />off-street parking, and overall Floor Area Ratio (FAR). <br /> <br />The Planning Commission, the Historic Preservation Commission and the <br />Downtown Business Association have reviewed this proposal and forward a <br />recommendation of support for the project. <br /> <br />The applicant is requesting relief from the Design Handbook and the Framework <br />Plan with respect to FAR, building height, and setbacks. <br /> <br />Mayor Sisk requested an Applicant presentation. <br /> <br />Eric Hartronft, DTJ Design InG., 817 Lincoln Avenue, Louisville, CO outlined the <br />South Street Crossing Project, a mixed-use development in Downtown Louisville, <br />which will provide a retail, office and residential. He presented slides of the <br />subject properties as they currently look and the history of those properties. He <br />also presented slides of the vicinity with the site overlay, the proposed site plan, <br />and the proposed architectun~. He stated the building materials proposed for the <br />project will be brick, stucco and some stone. He addressed the requested relief <br />from the Design Handbook and the Framework Plan. <br /> <br />Mayor Sisk asked if the Applicant agrees to the two conditions in Resolution No. <br />28, Series 2007. Hartkroft confirmed the applicant supports the conditions. <br /> <br />PUBLIC COMMENT <br /> <br />Jim Tienken, 404 W. Spruce Lane, Louisville, CO, representing the Downtown <br />Business Association, expressed the DBA's support for the project. He urged <br />Council to approve the FinalIPUD and Special Review Use. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Muckle voicled his belief the setback on South Street is fairly <br />significant. He agreed with most of the presentation, but had concerns relative to <br />the transition zones, parking, and the more modern architecture. <br />
