<br />City Council <br />Meeting Minutes <br />June 19, 2007 <br />Page 7 of 13 <br /> <br />Council member Clabots concurred with Mayor Pro Tern Brown and noted the <br />City subsidizes senior programs, including the meal site five days a week, special <br />transit, and reduced recreational fees for seniors. He favored repealing the <br />ordinance. <br /> <br />Council member Sackett statE~d the senior rebate is a relatively small amount but <br />administrating the program requires a lot of Staff time. He voiced his belief in <br />equity for all residents and noted residents of other age groups may also need <br />financial assistance and he did not want to discriminate against them. <br /> <br />Council member Yarnell supported the alternative ordinance and delaying action <br />until the completion of the budget process. <br /> <br />Mayor Sisk agreed with the c:ompromise offered by the Louisville Senior <br />Advisory Board, but voiced his concern over the administrative expenses. <br /> <br />Council member Sackett and Mayor Pro Tern Brown voiced their concern over <br />the administrative burden it places on the City Staff. <br /> <br />Mayor Sisk asked Mr. Pierce if it was the Senior Advisory Board's intention that <br />those seniors who did not apply for the Homestead Act would not be eligible for <br />the City's rebate. Mr. Pierce stated approximately 2/3's of the senior's have <br />applied for the Homestead Act and agreed those senior's who have not applied <br />for the State program would not be eligible for the City's program. <br /> <br />Mayor Sisk closed the public hearing. <br /> <br />City Attorney Light asked if it was Council's direction that Ordinance No. 1515, <br />Series 2007 would not take elffect until 2008. He stated the Ordinance as <br />currently written takes affect thirty days after adoption. There was Council <br />consensus the ordinance should take effect in 2008, when the 2007 taxes are <br />due and collected. <br /> <br />ORDINANCE No. 1515, SERIES 2007 - AN ORDINANCE REPEALING <br />CHAPTER 3.12 OF THE lOUISVlllE MUNICIPAL CODE CONCERNING TAX <br />RELIEF FOR THE ELDERLY <br /> <br />MOTION: Mayor Pro Tern Brown moved that Council approve Ordinance No. <br />1515, Series, repealing the ordinance in 2007, seconded by Council member <br />Clabots. <br /> <br />City Attorney Light suggested a friendly amendment to provide the ordinance <br />would take effect in the 2007 tax year and thereafter. Mayor Pro Tern Brown and <br />Council member Clabots accl9pted the amendment. <br />
