City Council Meeting Minutes July 2, 2007 Page 6 of 9 The Planning Commission reviewed the proposal and expressed concern over the parking issue. The applicant has stated the owner has designated approximately 11 parking spaces for the applicant to use. According to the Louisville Municipal Code, because the unit is to be used as a school, they would need approximately 17 parking spaces. The applicant stated most of the students are from out of state and do not own vehicles. They either use mass transit to get to the school or ride bikes. The school provides RTD bus passes as part of their enrollment and has agreed to provide a bike rack at the new location. The hours of operation will remain the same as what they are at the 608 Main Street location. Mayor Sisk requested an Applicant presentation. Hilary Skellon, representing the Institute for Taoist Education and Acupuncture, Inc., explained the school ori~linated in Boulder and moved to Louisville. The program has now expanded to provide a Master's Degree in Acupuncture. COUNCIL COMMENT Council member Clabots reported visiting the school after suffering injuries from a car accident. MOTION: Council member Clabots moved to approve Resolution No. 32, Series 2007, seconded by Council member Marsella. All in favor. Absent: Mayor Pro Tem Brown and Council member Sackett. RESOLUTION No. 33, SERIES 2007 - A RESOLUTION APPROVING AN AMENDED SPECIAL REVIEW USE TO AUTHORIZE AN AMENDMENT TO THE EXISTING MONTESSORI SCHOOL AT 733 JEFFERSON AVENUE Mayor Sisk requested a Staff presentation. Principal Planner McCartney explained the applicant, Shannon Ryland, is requesting a special review use amendment to allow for a total of 30 students to be located at 733 Jefferson Avenue. Currently the Fairview Montessori School is permitted to have 43 students, utilizing 741 Jefferson Avenue (Methodist Church Fellowship Hall) and 733 Jefferson Avenue for the Montessori school purposes. This property is located in the Old Town Overlay District and is zoned RL. The applicant proposes to vacate the use of 741 Jefferson Avenue, to locate entirely to 733 Jefferson Avenue with a total of 30 students. Currently they are operating a total of 23 students in 733 Jefferson Avenue and 20 students in 741 Jefferson Avenue. This request decreases the number of students. The applicant proposes a 350 square foot addition to the structure at 733 Jefferson Street to accommodate the additional 7 students. The addition will be located on
