Station Area Master Plan (STAMP) Implementation Study Intergovernmental Agreement <br />Hwy. 42 Corridor and Downtown Connection Study <br />September 16, 2011 <br />Page 2 <br />• Finalize strategies for implementing TOD supportive infrastructure <br />investments, including financing mechanisms for the RTD Station Area. <br />Generally, the parties wish to maximize integration of mass transit into a community so <br />that access to residences, commercial enterprises, and retail facilities are facilitated and <br />enhanced. <br />NOW, THEREFORE, it is hereby agreed that: <br />1. Recitals, Exhibits. The Recitals set forth above and all exhibits attached hereto <br />are incorporated herein by this reference. <br />2. Integrated Study. The STAMP Implementation Study will be integrated with a <br />concurrent Highway 42 Corridor Study (Locke Street to Paschal Drive) jointly <br />funded by the City, the Colorado Department of Transportation (CDOT), and <br />Boulder County. One mile of the one and half mile Highway 42 Corridor Study <br />occurs within the proposed RTD Station Area. <br />3. Funding. Funding for the STAMP Implementation aspects of the study shall be <br />provided through a Congestion Mitigation and Air Quality (CMAQ) grant (Grant) <br />from the Federal Highway Administration (FHWA) administered by RTD. It is <br />anticipated that the Grant available to RTD for the study will be Eighty Thousand <br />Dollars ($80,000). In no event shall RTD be responsible for payment of funds for <br />the Study in any amount greater than that received through the Grant. If the <br />amount of Grant funds received by RTD is less than Eighty Thousand Dollars <br />($80,000), the City may, at its discretion, (i) pay additional local match funds; (ii) <br />reduce the scope of work for the Study; or (iii) terminate the Study and this <br />Agreement as set forth below. Unless the City determines to expend additional <br />funds for the Study, the City shall contribute Twenty Thousand Dollars ($20,000) <br />in local match funds including documented staff time for the Study. Any <br />additional funds required for the Study over and above the Grant funds received <br />by RTD and committed local match funds shall be the responsibility of the City. <br />Funding for the Highway 42 Corridor aspects of the study shall be provided <br />through a FASTER Funds from CDOT, Transportation Funds from Boulder <br />County, and local funds from the City.
