ORDINANCE NO. 1322, SERIES 1999 - AN ORDINANCE AMENDING TITLE 17 <br />OF THE LOUISVILLE MUNICIPAL CODE AND ADOPTING INDUSTRIAL <br />DEVELOPMENT DESIGN STANDARDS AND GUIDELINES AS AN APPENDIX <br />- 2NI> READING - PUBLIC HEARING (advertised Daily Camera 01/02/00) <br /> <br />Davidson called for City Attorney introduction. <br /> <br />Sam Light, City Attorney, read Ordinance No. 1322, Series 1999 - An Ordinance <br />Approving and Adopting the City of Louisville Industrial Development Design Standards <br />and Guidelines For Industrial Development Projects Within the City Of Louisville, and <br />Amending Various Provisions Of Title 15 and Title 17 Of the Louisville Municipal Code <br />In Connection Therewith as an Appendix. <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood, Planning Director, extended staff's appreaction to the Steering Committee <br />Mayor Davidson, Councilman Sisk, and members of the Planning Commission for their <br />dedication and hard work. He stated that the Industrial Development Design Standards <br />and Guideline is the product of the IDDSG Steering Committee, which was appointed by <br />the Mayor in April of 1999. There were work sessions, meetings, newspaper publications <br />and two direct mailings to all industrial property owners in the City, which resulted in <br />significant input into this process. <br /> <br />Wood stated the actual Ordinance sets out the provisions of the development process. <br />The IDDSG will apply to all industrial development in the City, and any improvements to <br />any industrial property requiring a building or other permit from the City. <br /> <br />Wood reported that the Planning Commission held their public hearing on November 18, <br />1999, and as a result, they approved a Commission Resolution No. 47, Series 1999, <br />recommending City Council approval with the following three conditions: 1 .) <br />Incorporation of proposed drainage criteria into Section 1.7. 2. A.) Review of the <br />Standards and Guidelines for the consistent usage of the terms "should" and "shall," and <br />3.) Discussion with City Council on a timeline for periodic review of the IDDSG. <br /> <br />Wood noted with respect to Chapter I - Section 1.7 Water Quality Control and Drainage, <br />the Planning Commission recommended that several drainage criteria be added (Section <br />1.7 F-K), which are designated as guidelines with the exception of paragraph I, (p. 10), <br />which is a standard. <br /> <br />Wood stated that one premise consistently used throughout the document is the concept <br />of public zone and non-public zone. Public zone is defined in the document as that <br />portion of the site plan within 300' of public right-of-way, or within the front half of the <br />parcel, which ever is less. Within that public zone there is certain architectural and <br />landscaping considerations to encourage improvements to the front of the property into <br />the public zone, to accomplish architectural interest and articulation as well as the more <br /> <br />5 <br /> <br /> <br />
