He felt the McCaslin underpass should be included in the <br /> 2012 CIP Budget and the South Street underpass be delayed. <br /> COUNCIL COMMENTS <br /> Councilor Muckle voiced concern over the Capital Projects Manager position. He <br /> requested a report, which would compare the economic advantages of hiring a project <br /> manager over consultants. City Manager Fleming stated staff will review the pros and <br /> cons of using various consultants or hiring a Project Manager and report at the October <br /> 11th meeting. <br /> Councilor Muckle asked if the General Fund Forecast graph included the 2 million dollar <br /> transfer from the general fund to cover the expenditures. City Manager Fleming <br /> confirmed it included the transfer. <br /> Councilor Muckle supported the full-time museum coordinator position. He suggested <br /> improvement to the Coal Creek Golf Clubhouse could be made if the City Shops project <br /> was delayed. He suggested completing the McCaslin underpass, by using funds from <br /> Conservation Trust Acquisition Fund and repaying the fund over a number of years. <br /> Councilor Clabots felt the McCaslin underpass is a much higher priority than the South <br /> • Street underpass. He also requested more information on the CIP Manager position. <br />
