G. "Treasurer" mec:lnS the duly appointed treasurer of the city. SECTION 3. Section 3.16.030 of Title 3 of the Louisville Municipal Code is hereby repealed. SECTION 4. The following section is hereby added to chapter 3.16 of Title 3 of the Louisville Municipal Code: 3.16.030 Applicability. The expansion fee shall apply to only new construction and shall not apply to alterations or additions to an existing structure. The fee shall not apply to the construction of an accessory struc- ture or to remodeling, improvements, or additions to a structure subsequent to the issuance of the origina.l Certificate of Occupancy under Title 15 for said structure. New construction of churches, clinics, hospitals, schools, and public structures shall be exempt from the expansion fee. SECTION 5. Section 3.24.010 of Title 3 of the Louisville Municipal Code is hereby repealed. SECTION 6. The following section is hereby added to chapter 3.24 of Title 3 of the Louisville Municipal Code: 3.24.010 Definitions. For purposes of this chapter, the following definitions shall apply: A. "Accessory stru.cture" means a structure incidental or sub- ordinate to the main use of the property including, but not limited to, garages, patios, and tool sheds. B. "Building" means any structure, other than public structures, without references to use or occupancy for which a build- ing permit is required by the provisions of this code. C. "Building official" means the officer charged with the administration and enforcement of the Uniform Building Code, as adopted by the city, or his regularly authorized deputy. D. "Contractor" means any person, firm, partnership, joint venture, or corporation required to obtain a building per- mit under Title 15, adopting by reference the Uniform Building Code, or any city ordinance adopting subsequent editions of the Uniform Building Code. E. "Floor area" means the area included within the surround- ing exterior walls of a building or portion thereof, meas- ured from the inside of all exterior walls which is fin- ished for living purposes and does not include garages and unfinished subgrade levels. F. "Parks and recreational fees" means the fee determined by this chapter, and any subsequent amendment thereto, to be used for the creation of the city park and recreation fund.
