Fisher stated that the planning staff suggested that the parking be reduced to provide for <br />landscaping purposes. <br /> <br />Mayer was also concerned about compact parking spaces; that they wouldn't work well, <br />and could cause problems. He asked if the parking spaces on the back and side are for <br />employees only. <br /> <br />Mr. Fisher was not sure that the applicant wanted to do that. He felt that those doing <br />business in the building would probably park on Front Street or in the Municipal Parking <br />Lot. <br /> <br />Mayer asked if the porkchop access, noted on Option 1, was similar to the access used by <br />Norwest Bank and Kmart. <br /> <br />Mr. Fisher stated that he could design the porkchop access however the Council wishes. <br /> <br />Mayer also voiced his concern about an accumulation of trash between the two buildings <br />and asked Planning Director Wood if there were any discussion about making a sidewalk <br />between the two buildings. <br /> <br />Wood stated that Staff had not discussed a pedestrian walkway between the buildings. <br />He noted that there would have to be eight to ten feet available to be a safe walkway. <br /> <br />Davidson estimated that the current easement on the railroad access was a historic access. <br />He was concerned with the right-in/right-out situation, stating that it would be difficult <br />for delivery trucks to turn. He felt this a serious flaw and the only alternative was to <br />acquire the railroad easement. <br /> <br />Tom Phare, Public Works Director stated that his objective is to have no available access <br />to Pine Street. He did not want to encourage more traffic that close to the railroad tracks. <br /> <br />Mr. Fisher asked if the existing railroad easement accessed Pine Street across the City <br />sidewalk. <br /> <br />Sam Light, City Attomey stated that the answer to that question would involve research <br />of property titles. <br /> <br />In response to Mayor Davidson's comments, Mr. Fisher stated that if the railroad doesn't <br />return their calls the alternative for a railroad right-of-way easement is not feasible. He <br />stated that they have done everything asked of them, and wish to do the project right, but <br />they could not control the outside forces. <br /> <br />Levihn shared Davidson's concern about traffic safety. <br /> <br />Sam Light asked if a survey had been prepared. <br /> <br />23 <br /> <br /> <br />
