permitted in the Uniform Plumbing Code. He explained that if the Studor Air <br />Admittance Valves suffered a mechanical failure, it would permit sewer gas into a <br />residence. He also noted that the Polybutylene piping, which is allowed in the <br />International Plumbing but not in the Uniform Plumbing Code, has had over seven <br />hundred million dollars in failures. He stated that the Uniform Plumbing Code is a code <br />book about a quarter of an inch thick, printed on 8 Y2" X 11" paper. It has four times the <br />volume of information than the International Plumbing Code. <br /> <br />Davidson stated that he appreciated and respected the work accomplished by the Building <br />Board of Appeals. He suggested waiting on the adoption of the International Plumbing <br />Code until the State, and a preponderance of metropolitan area cities adoptied the code. <br /> <br />Howard asked if the citizens of Louisville would benefit by adoption from a health and <br />safety standpoint. He did not see a need to adopt the International Plumbing Code, unless <br />there was some benefit to the citizens. <br /> <br />Mayer disagreed. He felt that a good indication was the two major cities in the county <br />having already adopted the International Plumbing Code. He felt that it would be <br />beneficial to have one code nationwide, and have more flexibility. If there were some <br />questions about the methods of adoption or these jurisdictions, which have actually <br />adopted the code, he would prefer to go with the Board of Appeals recommendation. <br /> <br />Sisk agreed with Mayer, stating that an independent board, the Building Code Board of <br />Appeal, has carefully reviewed each code and has made their recommendation to Council <br />to adopt the International Plumbing Code. <br /> <br />Mayer moved that Council adopt Ordinance No. 1316, Series 1999, the adoption of the <br />1997 International Plumbing Code, the 1999 National Electrical Code, with various <br />amendments to the Louisville Municipal Code, Title 15, on second and final reading, and <br />an amendment that Section 13.12.030, Paragraph C., is changed to Paragraph B., <br />seconded by Sisk. <br /> <br />Keany requested an amendment on Section 15.04.100, Paragraph 2 that Time Clocks are <br />no longer required. The amendment was acceptable to Mayor and Sisk. <br /> <br />Sam Light, City Attorney, reviewed that Section 15.04.100, Paragraph 2, would be <br />amended to say, "Time Clocks are not required to be installed," and that the clocks <br />should be set for the minimum time period. He also clarified that there are eight <br />amendments located within this Ordinance, recommended for seconded reading. <br /> <br />Levihn asked if the purpose of the time clocks on swimming pools was to run continually <br />for sanitary reasons. <br /> <br />Talboom stated some of the commercial swimming pools are required to run for twenty- <br />four hours for sanitary circulation of the water.
