Jay Berger again asked for the map's removal.

Brown stated that all land is subject to inventory and there is a mechanism for all land to
be reviewed by the Open Space Board. He recommended the map be included.

Jay Berger stated the proponents did not have an opportunity to review the Open Space
Map. They would accept a map such as a zoning map in place of the Open Space Lands
map.

Mayer agreed that a zoning map, as indicated by Mr. Berger, would be appropriate.

Sisk asked if that would suggest that all the open space parcels were purchased by open
space funds.

Mayer said that a substantial portion of the map is designated as open space. Sisk asked
if 96th Street was shown on the map.

Mayer stated that it was not but provisions have already been made and specifically
addressed in the document.

Levihn commented that the map was a supplement to the entire process. He stated that
there are a means of checks and balances between the Board and Council. He suggested
trusting the process and the people that will serve on the Board.

Brown commented that Mr. Jones noted that the power lines are not crosshatched on the
map. Brown stated that the ordinance is flexible enough to include everything.

Levihn commented in reference to power lines, and in some other lands, such lands don't
require maintenance and should be left in a natural state.

Mayer suggested a friendly amendment that the Open Space Map be replaced with the
City Zoning Map.

Davidson stated that the definition is intended for open space, and not land intended for
parks.

Mayer concurred that it should exclude parks, developed areas and the golf course.

Sam Light, City Attorney clarified the friendly amendment that the Open Space Map
would be replaced by the City's zoning map. Such map should exclude the golf course
and any area designated as parks or any area falling within the definition of parks or
developed recreation areas within this ordinance. He also clarified that in conjunction
with the elimination of the crosshatching of the map, the last sentence of the designation
of open space would read "In addition to the lands designated in the Attachment A, the

20
