30 days from date thereof, the City Council may order it completed under contract to the lowest bidder and the costs assessed against the owners of the adjacent or abut- ting property includj~g that property owned by you des- cribed as: The construction of sidewalk, curb and gutter in the City of Louisville must be. pur~uant to plans and specifications as provided by the City Engineer. By order of the City Council of the City of Louisville. City Manager Section 3. That the City Manager of the City of LouisVille shall forthwith report to the City Council any owner or owners of property adjacent to or abutting the improvement ordered who have failed~ refused or neglected to comply with the notice to construct or repair sidewalk, curb and gutter and the City Council may thereupon, by resolution duly adopted, order the construction or repair to be done by contract to the "" ~ lowest responsible biddeI: on open bids after ample advertisement. Section 4. That thE~ cost of any improvement ordered by the City Council shall be assessed against the owner or owners of adjacent or abutting property and whl~re such cost has not been paid within thirty days after completion, U(>tice of completion having been given by regis- tered mail to said owners by the City Clerk of the City of Louisville, the City Clerk shall certify said assessment to the treasurer of Boulder County who shall extend said assessment upon the tax roll and collect the same in the same manner as other taxes assessed upon said property. Section 5. Authority of Inspector.--The City Manager shall have the right to assign an Inspe,ctor to check on any and all work performed under a permit issued for sl..de\<iralk, curb~ gutter and driveway construction, in- eluding preparation of t~e base, condition and type of forms, etc., to be used, materials to bE~ incorporated in the work, and construction methods -2-
