Louisville City Council Meeting <br />April 4, 2000 <br />Page 18. <br /> <br />Paul Wood, City Planning Director stated that the subject property is an undeveloped <br />quarter-acre lot on the eastside of Main Street, across from the Louisville Middle School. <br />The property backs to the Burlington Northern railroad tracks on the eastside and is <br />accessed only from Main Street. Wood noted that the parcel is part of Block 4, Caledonia <br />Place subdivision, which was platted around the turn of the century. The surrounding lots <br />contain single family residences and some offices. Wood stated that the zoning is CN <br />Commercial Neighborhood, comprised of areas to accommodate mixed residential and <br />commercial uses. A Special Review Use (SRU) is required and as a multi-family <br />residential proposal, a PUD-R final development plan is also required. <br /> <br />Wood summarized the proposal stating that the CN zoning established a maximum <br />residential density of approximately 25 units per acre. Based on the standard this <br />property is entitled to 6 units. The applicant proposes five (5) two-story units, each with <br />two bedrooms, two full baths and an unfinished basement. Each unit has a detached one- <br />car garage and one additional surface parking space. <br /> <br />Wood stated that with regard to setbacks, the applicant has requested approval of three <br />reductions to the requirements. 1.) The side-yard setback required on the south is 20 <br />feet, with 10 feet proposed. 2.) The required front (street) setback is 25, with 16.8 feet <br />proposed and open front porches extending six feet further into the front setback. 3.) The <br />required rear setback is 10 feet for accessory structures and a zero setback is proposed <br />adjacent the RR right-of-way. <br /> <br />Wood reviewed the site design as five units in a townhouse style design, prominent front <br />porches and private patios in the rear of each unit. There is one access-drive to the <br />parking area in the rear of property and a very low retaining wall proposed along limited <br />portions of the south and east property lines. The Fire Department has reviewed the site <br />design and has no added conditions. Wood stated that the architecture proposed is <br />primarily of wood or Masonite siding with a brick base and accent element on the front <br />porch columns. There are trash enclosures and cedar shingles used as an accent material <br />in some of the gable elements. Wood noted that the area is generally characterized by <br />small-scale structures. <br /> <br />Wood addressed the landscaping plan and noted that the applicant has provided a strong <br />landscape plan including street trees, perennial flowers, a shrub bed, and buffering on <br />adjacent property lines to the north and south. With respect to lighting, Wood noted that <br />minimal exterior lighting is proposed for the parking lot, drive aisles and building <br />entrances with high quality, minimal wattage, residential-style fixtures. <br /> <br />Wood noted that with respect to the SRU application, the Planning Commission found all <br />criteria was met, with conditions.
