<br />Planning Commission <br />Meeting Minutes <br />MAY 10, 2007 <br />Page 3 of 9 <br /> <br />is setback approximately 28 feet from the building edge along South Street (32 feet <br />along Main Street) and is measured at approximately 45 feet in height, to the top of <br />the pitched roof. <br />. The FAR proposed difference is approximately 7,800 SF. <br />. The setbacks of the structure are proposed at 2 feet from South Street, 5 feet from <br />Main Street, 22 feet from the eastern property line (alley) and 10 feet from the <br />southern property line (Joe's Market). The setback on South Street is proposed at 2 <br />feet, with the improvement of the pedestrian sidewalk from 4 feet currently to a <br />minimum of 11 feet for the adjacent sidewalk, widening at both the intersection and <br />the buildings entrance on South Street. <br />. There are 70 parking spaces required for the proposed building. The plans reflect 60 <br />parking spaces. Staff recommends a condition that the applicant pay a parking <br />improvement fee of $3,600 per space as determined at the time of the building permit. <br />. Briefly discussed the concerns regarding the architectural treatments addressed by the <br />Historic Preservation Commission. <br /> <br />McCartney reviewed the special review use criteria as follows and stated that staff finds all the <br />criterion have been met. <br />1) ... consistent in all respects with the spirit and intent of the comprehensive plan ... <br />2) ... will lend economic stability. . . <br />3) ... adequate for the internal efficiency of the proposal, considering the functions of <br />residents ... <br />4) ... external effects are controlled... <br />5) ... adequate amount and proper location of pedestrian walks ... <br /> <br />Staff recommends approval of a final PUD development plan and special review use for 940 <br />Main Street, with the following conditions: <br />1) The applicant shall landmark 920 Main Street, formerly Joe's Market, through the <br />Historic Preservation Commission. <br />2) The applicant must provide the City a payment in-lieu fee of$36,000 for the 10 <br />insufficient parking spaces. <br /> <br />Questions of Staff: <br />Loo asked if the Historic Preservation Commission was able to review the architectural elements <br />in Options A, Band C and which options did they like. <br /> <br />McCartney stated the members of the HPC that are in the audience would be better to answer <br />that question. <br /> <br />Greg McMenamin, representing the HPC, stated they had reviewed the options and preferred <br />Option C. <br /> <br />Applicant Presentation: (Commission asked questions during the presentation) <br />Erik Hartronft, ETJ Design, 817 Lincoln Ave used a display to lead his discussion with the <br />Commission. He reviewed Option C. <br /> <br />Loo inquired about the fa<;ade on the south side of the west building elevation because it appears <br />stark. <br />
